Lake, CA, intends to award a Firm-Fixed Price type contract for
three-phase, trailer-mounted, 15-kW output capacity diesel generators.
The generators will be used as the prime power source for NAWCWPNS
Kineto Tracking Mount (KTM). The KTM system presents an unbalanced
three-phase load requiring an independent three-phase voltage
regulation. In addition, the servo system regulates input power through
the use of a Silicon Controlled Rectifier (SCR) input stage. Distortion
resulting from the non-linear SCR operation is reflected back into the
generator output. The three-phase voltage regulator must be able to
properly control the phase output voltages in this noisy environment.
It is mandatory that the generator systems be able to reliably and
continually provide power, operating under stringent conditions. The
generators will be exposed to desert, mountain, and ocean environments
on the China Lake and Point Mugu test ranges. Operating conditions
include temperatures in excess of 120 F and below freezing. They will
be subjected to blowing sand, alkali, rain, snow, salt-laden air, high
humidity, and very dry conditions. Many miles of unimproved roads
access the ranges, requiring that the trailers have a high clearance
and be of heavy-duty construction. Paint requirements, chassis metal
gage, sound attenuation, EPA certification, etc., as specified in the
Statement of Work, are all firm requirements based on the environments
and critical military test application. Failure to operate will result
in loss of critical and very expensive test data that the Navy cannot
afford to duplicate. Key to this procurement is that the three-phase
generator output is constantly monitored by a MotorSaver brand
protection device in the KTM. This device requires that phase balance
be maintained within 6% and that the balanced phased outputs be within
10% of 208 VRMS line-to-line. Six units will be purchased with
delivery 120 days after contract award. This procurement will be
awarded on a Sole Source basis to Wenzlau Engineering, Pasadena, CA,
because their generator has power of sufficient quality that the KTM
system will readily accept it without the MotorSaver going into reset
under dynamic servo operation. Respondents, other than the above,
should submit, at a minimum, their qualifications and any other
information considered pertinent to the requirement to the Contract
Specialist within 45 days after CBD publication of synopsis. All
