NASA/JSC plans to issue a Request for Quotation (RFQ) for one 32-Channel Single Speed 8mm Data Recorder w/Rear I/O Connectors (TEAC Model No. RX-832MC); one 32-Channel Multi-speed 8mm Data Recorder w/Rear I/O Connectors (TEAC Model RX-8032MC); and two Rack Mount Adapters for RX-832/RX-8032 (TEAC Model TZ-709RME). All specified parts will have a one-year parts and labor warranty. These data recorders are currently used in data systems of the Vibration and Acoustic Test Facility (FATF) at the Lyndon B. Johnson Space Center to support all the testing programs. Specifically, these particular recorders are used to support flight certification tests of Shuttle and Space Station components. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase these items from TEAC America, Inc., in Montebello, CA, because the manufactuer is the only known source. These TEAC model data recorders must be 100 percent compatible and interchangeable to several existingTEAC recorders used at the Johnson Space Center. They must be 100 percent compatible to the existing software to retrieve the data from the tape media. The D-connectors at the back for the input and output must be equipped for the quick disconnect/connect without altering the configuration of the system. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on afull and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
