a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. The RFQ has the following line item: 0001
-- Furnish all labor, material and equipment necessary to provide an
Alpha/Beta Low Background Analyzer with associated computer and
software as stated in the following Statement of Work: 1.0 Scope -- The
purpose of this Statement of Work is for the purchase of an Alpha/Beta
Automatic Low Background Analyzer for determining radiological
contamination of laboratory facilities and radioactive source
integrity. Additionally, the counting system shall be able to analyze
raw data and provide a detailed report that is useful to the customer.
The Wright-Patterson AFB, Office of Environmental Management,
Radiation Safety Branch produces over 3500 radiological contamination
samples that require analysis in order to maintain compliance with
Federal, State and USAF Regulations and USAF Radioactive Material
Permits. 2.0 Description -- The system shall have: 1 -- A computer
controlled automatic single detector (ultra low background). 2 --
Enhanced low background capability. 3 -- Digital gas conservation and
monitoring system. 4 -- 50 planchet sample changer with an optional 100
planchet sample changer capacity. 5 -- Coded carrier ID reader with
sample carriers. 6 -- Molded low background passive shielding. 7 --
High performance, 2.25 inch gas flow detector with an ultra thin window
(80 microgram per square centimeter). 8 -- Universal auto-sensing power
supply. 9 -- Capability of automatic calibrations for plateau,
efficiency, background and spillover. 10 -- Capability of being moved
without being disassembled (mobile cart) with monitor support and
printer shelf. 11 -- A dedicated personal computer to support the
counting system, that would contain at a minimum: a. Windows 98/NT Dual
load. b. 350 MHz Pentium II CPU. c. 64MB SDRAM. d. 512K Integrated
cache. e. 4 MB video DRAM. f. 32 X EIDE CD-ROM Drive. g. 17 inch, 28
millimeter DOT Pitch monitor. h. Laser printer. i. All software
required to operate the counting and reporting system. j. Millennium
compliant for year 2000. 3.0 Location -- The contractor shall provide
all material and labor necessary to package, ship unpackage and install
the counting system at Wright-Patterson AFB, OH, Bldg. 471 Area B. 4.0
Scope of Work -- The contractor shall insure the installed counting
system performs within stated and published specifications. The
contractor shall provide necessary training to Radiation Safety Branch
personnel in the operation, calibration and routine maintenance of
thecounting system. Ship to: 88 ABW/EMB, Building 471, Wright-Patterson
AFB, OH. Delivery required within 120 days of award, FOB Destination,
net 30 days payment terms. The following clauses and provisions apply:
52.212- 1, 52.212-2(a) and 52.212-3. Clauses 52.212-4 and 52.212-5
shall be included with any offer. Mr. Stephen J. Plaisted has been
appointed as Ombudsman to hear concerns from offerors, or potential
offerors, during the proposal development. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
the Ombudsman does not diminish the authority of the program director
or the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
