intends to issue a purchase order to Inter-American Management System,
Inc., for the acquisition of a Software Quality Assurance (SQA) Test
Tool. The SQA test tool is a configuration management tool to control
all IRS software development on the UNISYS platform. This software will
be used as the platform for training new employees on the use of the
SQA tool by ARKDATA USA and testing updates to the SQA tool in a
non-production environment. This software must be able to provide
in-depth audit trail and create customized reports in a highly secure
environment. The level of access to this system varies and is driven by
user profile. Developers must be able to make changes and test their
work in dynamically created environments. Baseline source code is
maintained in a secured environment and is only replaced after the
software has traveled trough the entire life cycle from development to
production. All responsible sources who can provide the above
requirement at prices, terms and conditions equal to or better than
those which can be provided by Inter-American Management System, Inc.,
should submit clear and convincing data in writing substantiating an
ability to furnish the entire requirement. Responses to this notice
must be received by this office within 5 days of the date of
publication of this synopsis. Any responses should be sent to: Internal

Hill, MD 20745, Attn: Marla Sands-Mitcheltree, M:P:I:E. Responses will
be accepted by facsimile at (202) 283-0610. Facsimile responses must
contain signatures, arrive at the place and by the time specified in
the synopsis and may not exceed 10 pages. The Government will not be
responsible for any failure attributable to the transmission or receipt
of any facsimile information. If a response is received that meets the
Government's requirement, and an analysis of both technical and
pricing documentation indicates that a competitive acquisition would be
more advantageous to the Government, a formal solicitation may be
issued. No solicitation document exists for this requirement. Requests
for the same will be considered non-responsive. If no compelling
responses are received, award will be made to Inter-American Management
