for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation WILL NOT be issued. The
solicitation number is 301819Q243 for this Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
Simplified Acquisition Procedures will be followed. Standard Industrial
Classification code 5032 applies. A firm fixed price contract will be
awarded. All responsible sources may submit a quote for consideration.
Purchase is for rip-rap and gravel only and does not include delivery.
The refuge will pick up the rip-rap/gravel using refuge trucks.
Rip-rap/gravel shall be loaded into refuge trucks at quarry or other
designated site. Requirement total will be broken into multiple
pick-ups over the period of September 1999 through December 2000 (may
extend into 2001). No.1 -- Ohio DOT #411 (Gravel/crushed stone),
Quantity 3,500 tons. No.2 -- Ohio #1 stone, rip-rap, Quantity 4,500
tons. A total of $0.216 (21.6 cents) per ton will be added to quote for
each mile distant from the quarry to Ottawa NWR headquarters to
evaluate refuge hauling costs to determine the best value to the
government. SPECIFICATIONS: RIP-RAP, D-ROCK, OHIO 411's 1. Rip-rap will
be sound, hard, durable, quarried rock free from lamination, weak
cleavages, cracks, seams, undesirable, weathering, and other defects.
It will be of such quality and character that it will not disintegrate
from exposure to water or weathering. 2. All rip-rap material will be
compact in shape, and the greatest dimension of any individual rock
will be no greater than three (3) times its least dimension. 3. Rip-rap
will have a minimum density of 157 pounds per solid cubic foot and will
be reasonably well graded. 4. Ohio #1 rip-rap will be "Ohio Number 1"
and will be graded in accordance with State of Ohio, DOT, Construction
and Materials specifications Table, 703-1, Coarse Aggregate as
follows: Square Opening Size Percent Passing 4 inch 100 3 inch 90-100
2 inch 26- 60 1 inch 0- 15 inch 0- 5 5. Ohio D-rock shall be "Ohio
D-type rip-rap and shall be graded in accordance with State of Ohio,
DOT, Construction and Material Specifications, Section 60107, Type D,
as follows: Square Opening Size Percent Passing 12 inch 100% 6 inch No
more than 50% 3 inch No more than 15% 6. Ohio 411's stabilized crushed
aggregate shall be sound, crushed limestone, crushed slag, crushed
gravel, or other types of suitable materials. Shale shall not exceed 5
percent . The fraction of these materials passing a No. 40 sieve shall
have a plasticity index of not more than 6. Crushed limestone, crushed
slag and crushed gravel shall meet the following grading requirements:

35- 75 No. 4 30- 60 No. 40 7- 30 No. 2003- 13 7. Rap-rap,
Gravel/Rip-rap shall be loaded into refuge trucks at quarry or other
delivery site. Delivery is currently scheduled for the period from
September 1999 to December 2000, but may continue into 2001. The
following clauses and provisions apply to this solicitation: 52.212-1
