Surveillance Site (MSSS) Research & Development and Operations and
Maintenance (RDOM)" (MSSS RDOM). Information concerning this

"Posted Dates"). The Air Force Research Laboratory, Directed Energy
Directorate, Kirtland AFB, NM is seeking a contract for the MSSS RDOM
to provide research, development, operations, and maintenance related
to the MSSS facilities atop Haleakala on Maui, Hawaii. The assets that
compose the MSSS are the 3.67m Advanced Electro-Optical System (AEOS),
the 1.6m telescope system, the 1.2m telescope system, the 0.8m Beam
Director/Tracker, and the 0.6m Laser Beam Director. The primary purpose
of these assets is to output both visible and infrared imagery,
photometric and radiometric signature data, and metric positional data.
The contract type contemplated for the R&D and O&M is CPFF. The
contract type contemplated for program management is CPAF. The
contractual effort is contemplated as a one year indefinite
delivery/indefinite quantity (ID/IQ) effort (from 1 Oct 2000 -- 30 Sep
2001) with four 1-year options beginning in FY02. There will be a
transition period starting approximately 01 Jul 00 should award be made
to other than the incumbent. Anticipated contract value is an average
of $17.32M/year for five years or $86.6M (plus $300K for a three-month
contract phase-in period). Small businesses submitting a proposal
should indicate whether they are a small, small disadvantaged, 8(a), or
woman owned businesses, or an HBCU/MI. The SIC code is 8711, size
standard of $20.0M as defined in FAR 19. Tentative release of the Draft
RFP is 03 Nov 99 with Pre-Solicitation Conference #2 scheduled for
16-17 Nov 99 in Maui, HI. Please watch EPS for more specifics as we
near November. Foreign firms are advised they will NOT be allowed to
participate as the prime contractor. The operations, research, and test
data produced under a resultant contract may contain Military Critical
Technology List (MCTL) information whose export is restricted by the
Export Control Act (Title 22, USC, Section 2751, et seq.) or the Export
Administration Act of 1979, as amended (Title 50, USC, App. 40-1, et
seq.). Only those companies who are on the Qualified Contractors Access
List (QCAL) may receive such information. Request certification and
registration from the Defense Logistics Service Center (DLSC), Federal
Center, 74 North Washington, Battle, MI, 49016-3412 (1-800-352-3572)
as soon as possible. To be eligible to receive an award of any
contractual document, a firm is required to be registered in the DOD
Central Contractor Registration Database for awards after 31 May 98.
Firms must register on a one-time basis and annually to confirm
accuracy and completeness of information. Either the Commercial and
Government Entity (CAGE) code or a Data Universal Numbering System
(DUNS) number will be used to identify the contractor to the paying
office. If a contractor proposes using an FFRDC as a subcontractor, it
must provide rationale in its proposal that supports the unique
capability of the FFRDC (FAR 35.017). An Ombudsman has been appointed
to hear significant concerns from offerors or potential offerors during
the proposal development phase of this acquisition. Routine questions
are not considered to be of "significant concern" and should be
communicated directly to the Contracting Officer. The purpose of the
Ombudsman is not to diminish the authority of the Contracting Officer
or Program Manager, but to communicate contractor concerns, issues,
disagreements, or recommendations to the appropriate Government
personnel. The Ombudsman does not participate in the evaluation of the
proposals or in the source selection process. The Ombudsman for this
