requesting information from firms capable of conducting an evaluation
study of the effectiveness of pay rates in recruiting and retention for
the Census 2000 Non-Response Follow-up (NRFU) activities. The primary
purpose of this analysis is to evaluate the effectiveness of locally
competitive NRFU pay rates on employee recruitment, retention, and
production. These rates are based upon an extensive study of the 1990
Census pay rates and 1998 Dress Rehearsal Non-Response Follow-up pay
rates. Responses submitted to this synopses should contain information
demonstrating the ability to meet the following technical
requirements: 1) Statistical and tabular analysis of pay rates for
accurate labor force predictions to determine causes and effects of pay
rates on recruiting, hiring, and production; 2) Labor force analysis to
evaluate reasons for attrition and retention, especially as it applies
to competition for labor within defined areas; 3) Ability to analyze
the effects of differential pay rates within single or multiple labor
markets areas; 4) Ability to use current best practices for gathering
and analyzing historical and current employment personnel data; 5)
Experience designing, developing, administering, and analyzing large
surveys of personnel; 6) Demonstrated experience meeting project time
frames. Potential sources must submit a statement of capabilities (SOC)
to this office. The SOC shall address the above requirements and
contain pertinent and specific information addressing the following
areas: 1) Experience: An outline of previous efforts, including
specific work previously performed; 2) Personnel: name, professional
qualifications, and specific experience of personnel who will be
assigned to work in areas of the subject effort, and management
personnel who might be assigned to work in areas of the subject effort;
and 3) Facilities: a statement regarding the ability to securely gather
and store sensitive personnel information. The gathering of this
information may occur through personnel surverys and telephone
interviews. The SOC must be submitted to Mark Holdrege within 25 days
of this publication, and is limited to 25 pages, excluding resumes. All
responses shall include company size status under the Standard
Industrial Classification code. This announcement is for information
