James.G.Cook@usace.army.mil. DESC: 1. CONTRACT INFORMATION: Two (2)
contracts will be awarded to perform environmental engineering services
for Hazardous, Toxic and Radioactive Waste (HTRW) within the Great
Lakes and Ohio River Division boundaries and to support missions
assigned to Nashville District. Each contract is for five years with a
cumulative contract amount not to exceed $10 million each. The minimum
award will be $200,000 for each contract. Task Orders will be issued on
a negotiated firm-fixed-price basis. No task order will exceed $2
million. The contracts are anticipated to be awarded in the fall of
1999. This announcement is open to all businesses regardless of size
and small businesses are encouraged to participate. If a large business
is selected for this contract, it must comply with FAR 52.219-9
regarding the requirement for a subcontracting plan on that part of the
work it intends to subcontract. The subcontracting goals for the
Nashville District with Small Business are 61.2%; including small
disadvantaged business of 9.1%, and woman owned small business of 4%.
The subcontracting plan is not required with this submittal.
Performance of the work will require the following primary disciplines:
Professional Civil, Chemical, Environmental, and Geotechnical
Engineers; Environmental Chemists; Certified Industrial Hygienists;
Geologists/Hydrogeologists; and Toxicologists/Risk Assessors. Required
supporting disciplines include Structural, Electrical, and Mechanical
Engineers; Ordnance and Explosive Experts; Cost Estimators; Health
Physicists; and Specification Writers. Expertise in disciplines such as
drilling and surveying is not required to be specifically identified.
The contractor shall identify a laboratory capable of using
methodologies such as, but not limited to, those included in SW-846
(Third Edition). 2. PROJECT INFORMATION: Work under these contracts can
occur during any investigative or design phase of the CERCLA or RCRA
Processes, including Preliminary Assessments/Site Investigations,
Remedial Investigations/Feasibility Studies, Remedial Designs, RCRA
Facility Investigations/Corrective Measures Studies, Corrective
Measures Designs, etc. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria are listed below in
descending order of importance. Criteria a-d are primary. Criteria e-g
are secondary and will only be used as "tie-breakers" among
technically equal firms. a. Specialized experience and technical
competence in environmental restoration investigations and designs.
Submittals should clearly demonstrate the contractor's experience and
competence in evaluating and designing technologies for remediating
contamination typically found at both active and formerly used DOD
sites, EPA sites, and DOE sites. b. Professional capabilities in listed
primary and supporting disciplines. c. Past performance on similar
contracts with respect to cost control, quality of work, and compliance
with performance schedules. d. Capacity of the firm to accomplish the
work. Work will often require simultaneous action on several task
orders at any one time. e. Extent of participation of small businesses
(including Woman owned), small disadvantaged businesses, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as a percentage of total effort. f.
Geographic location of the office to manage the work in relation to
potential work sites. g. Volume of DOD contract awards in the last
twelve months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See
Note 24 for general submission requirements. Firms desiring
consideration are invited to submit 2 copies of an updated and accurate
SF 254 and SF 255 not later than the close of business on the 30th day
after the date of this announcement. A current SF 254 is required of
all sub-consultants. If a firm has multiple offices or branch offices,
the Contractor will designate one office as the office to manage the
contract and will present numbers of personnel by discipline in THAT
OFFICE ONLY in addition to presenting the firm's overall disciplines.
The Contractor will clearly identify those tasks to be performed
in-house and the location of the performing office as well as those
tasks to be subcontracted and the location of the performing office.
Include the firm's ACASS number in SF 255, Block 3b. Also, the business
size status (large, small and/or minority) should be indicated in SF
255, Block 3b. Definition: A concern is small if the annual receipts
averaged over the past 3 fiscal years do not exceed $4 million. The
S.I.C. code is 8711. The Contractor will show the office location of
each key person listed in Block 7, SF 255. Experience identified in
block 8 should not be more than 10 years old. Material presented in
block 10 of SF 255 should be carefully edited and should not present
information previously conveyed in blocks 7 and 8. In block 10 of SF
255, state why your firm is specifically qualified based on the
selection evaluation criteria. Also, use block 10 to provide a
description of significant work performed for non-DOD agencies and a
discussion of the potential to serve those agencies under these
contracts should a Division or District requirement arise. The
submittal will include a description of the firm's quality control
plan, and an organization chart formatted by disciplines, not tasks.
Only the SF 254 and SF 255 packages will be reviewed. Cover letters and
extraneous material are not desired and will not be considered in the

Firms submitting SF 254 and SF 255 by the closing date will be
considered for the work. Should the due date fall on a weekend or an
official Government holiday, the submittal is due on the first workday
thereafter. Faxed copies of the SF 255 and 254 will not be accepted.
No other general notification to firms under consideration for this
work will be made and no further action is required. This is not a
Request for Proposal. All contractors must be registered in the Central
Contractor's register in order to be awarded government contracts or to
