Engineering Firms Request for Qualifications The Georgia Department of
Transportation, Office of Traffic Operations, 935 East Confederate
Avenue, Bldg. 24, Atlanta, Georgia 30316, is interested in retaining an
engineering firm for work on the following project: NH-00TS (77),
Statewide, P.I. No. 870350. SCOPE OF WORK The firm, hereinafter known
as the Proposer, shall respond to this request for the purpose of
qualifying as a consultant for the Georgia Intelligent Transportation
System (ITS) Navigator to the Georgia Department of Transportation
hereinafter referred to as the Department. The Proposer shall be able
to demonstrate that it is capable of designing and implementing
projects of the character and magnitude indicated in the outline. The
Department is currently in the design phase of multiple projects for
the expansion of the Georgia ITS NaviGAtor within the Atlanta region
and throughout the State. This project shall include the gathering of
field data to effect the ITS design of hardware installation and
communications infrastructure as well as development of final
construction plans including construction details, specifications,
detailed estimates, fiber allocation details, and any other details
necessary to advance the plans to final contract lettings. This project
shall incorporate ITS National Architecture compliance. This project
may also include the design of regional Transportation Control Center_s
(TCC) to accommodate the ITS equipment and support staff for monitoring
system operation for the Georgia ITS NaviGAtor. Firms will be evaluated
on possession of high ethical and professional standing and experience
of the firm in the required discipline(s); current workload and staff
available to perform all functions needed in the proposed scope of
work, including qualified personnel in other disciplines; principal and
responsible engineers on the firms' staff with adequate experience in
the fields of the proposed scope of work and who have been in
responsible charge of work of a similaror greater complexity;
demonstrated ability of meeting schedules without jeopardizing the
quality of work or engineering; financial soundness of the firm; and
DBE participation. The Department strongly encourages the solicitation
of interest from Disadvantaged Business Enterprises (DBE_s), and any
selection made as a result of this notice will be made without regard
to race, color, religion, gender, or national origin. The minimum DBE
requirement for this project is anticipated to be 12%. For more
information regarding DBE definitions and requirements, please contact
the Department_s EEO Office at (404)-656-5323. Each of the above
listed factors will be given relatively equal importance in the
evaluation. The proposed consultant agreement shall be in force for a
period of up to four (4) years and shall have a maximum allowable cost
of four million dollars ($4,000,000). While the agreement is in force,
various tasks will be assigned to the firm through a series of Project
Work Orders, which will define the work and include a scope of
services. Compensation for each Project Work Order will be either a
negotiated cost plus fixed fee or lump sum; on a task order basis. The
Department will review experience and qualifications for firms and
individuals whose written responses are received no later than 4:00
p.m., Thursday, August 26, 1999. Please limit submittal to no more than
25 single sided pages, exclusive of the cover page, dividers and
Appendix. No response will be made to submittals received after this
date. Firms determined to be most qualified by a selection committee
shall be sent a formal request for proposal. PREQUALIFICATION
PROCEDURES 1. PREQUALIFICATION OF BIDDERS The prequalification process
will consist of a procedure where the proposer shall submit the
documents in the Prequalification Statement that follows for review and
evaluation by the Department. This shall be a special prequalification
for this project only. 2. PREPARATION OF PREQUALIFICATION DOCUMENTS
The Proposer_s Prequalification Statementshall be submitted in a sealed
envelope or package marked with the title listed below: _Proposer_s
Prequalification Statement For Georgia ITS Design, Project No. NH-00TS
(77), Statewide, P.I. No. 870350._ Ten (10) copies of the entire
package shall be included. The package shall be sent to: Mr. Marion G.

404-635-8117 3. PROPOSER_S PREQUALIFICATION STATEMENT REQUIREMENTS The
Proposer shall submit the Proposer_s prequalification information in
the format outlined in the Prequalification Statement below. The
Proposer shall submit this prequalification information bound in a
three (3) ring binder only. 4. COST INFORMATION No price proposals or
prices shall be included at this time. 5. ADDITIONAL INFORMATION The
Proposer may submit an Appendix with any additional information in the
form of written text, drawings,plans, illustrations, photographs,
catalogs, brochures or product literature that may assist the
Department in the Prequalification Process. Any such information if not
permanently attached to the Proposer_s submittal, shall be identified
with the Proposer_s name and address on all such additional information
documentation. 6. EVALUATION PROCEDURE Each submittal will be evaluated
by The Prequalification Committee, which shall review all information
and determine which Proposers will receive formal Requests for
Proposal. The most qualified proposers will receive formal Requests for
Proposal. PREQUALIFICATION STATEMENT The sections of the ring binder
shall be as follows: 1. MINIMUM QUALIFICATIONS A. Each Proposer shall
demonstrate that the firm has completed or is in the process of
completing the design of a centralized/distributive Transportation
Management System including changeable message signs (CMS), closed
circuit TV (CCTV), video detection systems (VDS), signalized
intersections, ramp meters and other Transportation Management related
installations. Proposer shall show a proven ability in the gathering
of field data to effect the ITS design of the hardware installation and
communications infrastructure as well as development of the final
construction plans including construction details, specifications,
detailed estimates, fiber allocation details, and any other items
necessary to advance the plans to final contract letting. B. At a
minimum, a Civil and Electrical Engineer shall be included as part of
the proposed team. Both Civil and Electrical Engineers shall be
licensed as Professional Engineers in the State of Georgia.
Architecture firms will not be prequalified under this prequalification
process. If required to perform any work, Architecture firms must be
prequalified by the Department under Work Class Code 3.11 _
Architecture. C. The Proposer shall demonstrate proof of their ability
to provide a performance bond for not less than One Million Dollars
($1,000,000.00). A letter from the Proposer_s surety is required. 2.
LIST OF COMPLETED PROJECTS List all projects your organization has
completed in the area of Transportation Management and Control Systems
during the past five years. These projects or programs shall include
changeable message signs (CMS), closed circuit television (CCTV), video
detection systems (VDS), signalized intersections, ramp meters and
other Transportation Management related installations. Each project
shown shall include the customer, principal contact, telephone number
of principal contact, location of work, type of project, start date,
completion date, value of the project and engineering fee. Values may
be rounded. 3. LIST OF CURRENT PROJECTS UNDER CONTRACT List all
projects your organization currently has under contract in the area of
Transportation Management and Control Systems. These projects or
programs shall include changeable message signs (CMS), closed circuit
TV (CCTV), video detection systems (VDS), signalized intersections,
ramp meters and other Transportation Management related installations.
Each project shown shall include the customer, principal contact,
telephone number of principal contact, location of work, type of
project, start date, scheduled completion date, approximate value of
project and anticipated engineering fee. Values may be rounded. 4.
BUSINESS REFERENCES The Proposer shall provide a list of four (4)
references. List only engineers, architects or owners, including public
agencies for whom you have done work. Provide the name of the
individual or agency, address, telephone number, type of project, year
and association/relationship. 5. FINANCIAL REFERENCES A. The Proposer
shall submit comparative financial statements and notes thereto
covering its two most recent fiscal years and a report thereon by its
independent certified public accountant. B. The Proposer shall submit
the most current form 10-K _annual report pursuant to section 13 or 15
(D) of the Securities Exchange Act_ with this Proposer_s Qualification
Statement, if applicable. 6. PROPOSER_S LABOR FORCE The Proposer shall
submit resumes of all principals, key personnel and sub-consultants
proposed to work on the project. Include this information in the
appendix, as it will not count toward the 25 page total. 7. APPENDIX A.
Resumes of principals, key personnel and sub-consultants proposed to
work on the project. B. Additional data at Proposers discretion noted
previously in Prequalification Procedures item 5, Additional
Information. This information in this part of the Appendix will not be
