The Center for Substance Abuse and Treatment/SAMHSA through the Program Support Center, General Acquisition Branch plans to award a sole source requirement to Dr. Anthony Marsella for developing an epidemiology surveillance infrastructure for alcohol abuse and associated comorbid mental illness in the Pacific Insular region. The period of performance shall be 12 months. The Contractor shall train local staff and indigenous personnel to engage in self reliant activities related to the provision of alcohol and drug abuse treatment and prevention research activities, as well as toward establishing a surveillance infrastructure that explores culturally appropriate instrument design, qualitative and quantitative methods of data collection, and appropriate report generating and dissemination mechanisms. A final report shall be developed that details the project activities completed and is policy-relevant to SAMHSA. The anticipated award date is August 11, 1999. No solicitation shall be issued.
