synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Provide a Sappshire
refractive secondary concentractor along with test coupons. Secondary
concentrator and coupons are to be extracted from the same sapphire
bar to be provided by NASA Glenn Research. The secondary and coupons
required are per the statement of work and drawing #7002 (to be
provided upon request). STATEMENT OF WORK: Objective Provide a sapphire
refractive secondary concentrator along with test coupons. The
refractive secondary concentrator is to be fabricated from a bar of
sapphire to be supplied by the NASA Glenn Research Center (GRC). The
sapphire test coupons are to be extracted from the same bar of material
and polished. Sapphire Bar The sapphire bar to be provided by GRC to
the fabricator was produced by Crystal Systems, Salem, MA, and is HEM
sapphire stock. The dimensions of the bar are approximately 4"x4"x11.6"
as described in drawing package YYYY. Orientation of the sapphire bar
is along the c-axis 0001 +/- 2 degrees. One corner of the bar has a
large chip as described in the drawing. The chip is dimensionally small
enough that it does not encroach on the volume required to fabricate
the refractive secondary. Refractive Secondary Fabrication Fabricate a
refractive secondary concentrator per specifications in design drawing
7002 from a bar of sapphire to be supplied by the GRC. The fabrication
of the refractive secondary is the primary purpose of this
procurement. The refractive secondary surface should have a see-through
"optical" or "near optical" polish. Test Coupon fabrication The test
coupons are to be cut and polished from the same bar of sapphire as the
refractive secondary concentrator and will be used for characterization
purposes. The test coupons are of secondary priority, thus extraction
of the coupons from the bar shall in no way jeopardize the integrity of
the bar or the fabrication of the refractive secondary. Coupons to be
extracted from the bar and polished include: 4 each -- 0.125" thick 1"
diameter wafer with wafer axis along c-axis, 2 faces polished 4 each
-- 0.125" thick 1" diameter wafer with wafer axis perpendicular to
c-axis, 2 faces polished 4 each -- 0.040" thick 1" diameter wafer with
wafer axis along c-axis, 2 faces polished 4 each -- 0.040" thick 1"
diameter wafer with wafer axis perpendicular to c-axis, 2 faces
polished 2 each -- 1" cube, six sides polished, marked to indicate
c-axis orientation Deliverables 1. Refractive Secondary Concentrator 2.
Minimum of sixteen 1" diameter wafers of varying thickness as described
above 3. Two 1" cubes as described above Attachments: 1. Drawing 7002
-- Sapphire Secondary Solar Concentrator 2. Inspection Report #7010 --
Inspection of sapphire single crystal bar This procurement is a total
small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 8734, $5.0
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by 08/10/99 and may be mailed or faxed to Jean
M. Boylan FAX 216-433-2480 and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. The
Representations and Certifications required by FAR 52.2l2-3 may be

this acquisition must be submitted in writing no later than 08/03/99.
Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price
and past performance; other critical requirements (i.e., delivery) if
so stated in the RFQ will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
with their quote. See above for where to obtain copies of the form via
the Internet. An ombudsman has been appointed -- See Internet Note
