Notice of intent to make a non competitive purchase of fifteen (15) AN/PSC-5 manpack radio sets under the authority of FAR 6.302-1 and 10 USC 2304(c)(1). The Government intends to award a sole source contract to Raytheon Systems Company under a FAR Part 12 -- Commercial Item Acquisition for these terminals within the next 30 days for delivery within 60 days ARO. The baseline performance parameters for the radio set include: an operating frequency range of 30 to 399.975 MHz; both amplitude and frequency modulation (AM/FM) line of site (LOS) modes of operation; Ultra High Frequency (UHF) dedicated and Demand Assigned Multiple Access (DAMA) SATCOM capabililties with Joint Interoperability Test Command (JITC) certification for MIL-STD-188-181, 182, and 183 compliance; SINCGARS retransmit capabilities; embedded voice narrowband Linear Predictive Coding (LPC-10) processing; and National Security Agency (NSA) endorsed embedded Communications Security (COMSEC)/Transmission Security (TRANSEC) for voice and data, compatible with KG-84, KYV-5 and KY57/58. Additionally, the Contractor must have in place a Logistics Infrastructure (e.g. maintenance and training) to support said purchase. These terminals are required to fulfill immediate, in-theatre user user operational mission requirements.
