to determine the capability of industry to provide the items described
as follows. The Product Manager for the Joint Tactical Terminal (JTT)
is seeking sources for Common Integrated Broadcast Service-Modules
(CIBS-M) manufactured in the SEM-E Form Factor that are capable of
utilizing the JTT Red Side Processor Software and operating on the
Multi-mission Advanced Tactical Terminal (MATT). Three SEM-E modules
are required to convert the MATT into a JTT compliant system. They are:
1) Red Processor Module (RPM) 2) Red Input Output 1553 Module (RIO) 3)
Red File Server (RFS) The JTT consists of a family of terminals which
are made from building blocks of hardware and software modules called
CIBS-M. JTTs are Ultra High Frequency (UHF) Satellite Communication
(SATCOM) and Line of Sight (LOS) secure intelligence dissemination
terminals. These terminals deliver critical, time sensitive battlefield
targeting information to tactical commanders and intelligence nodes at
all echelons to all armed services and agencies. The proposed effort
is to provide up to 300 sets of MATT upgrade modules. Any interested
source shall demonstrate that they have the capability to deliver
equipment within 10 months of contract award and immediately support
the integration of these modules into MATT systems. This contract will
be a Firm Fixed Price (FFP) contract. The government does not own
drawings or production specifications to permit full and open
competition. Interested sources for this effort who have the technical,
production and program managerial experience in this type of work are
invited to send a response describing, in detail, their ability to
deliver the equipment and services. Details regarding existing "draft"
performance specifications and software requirements specifications
for the RPM, RIO and RFS can be addressed to CECOM Acquisition Center.
