Prevention (CDC), intends to purchase a Battery operated thermal cycler
with real-time optical detection called a "Briefcase Smart Cycler." The
Briefcase Smart Cycler consists of 16 independently controllable
thermal cyclers with four color excitation and 4 color detection
capability. The unit should contain internal, rechargeable batteries
for one hour operation, with integrated connections for international,
AC power, and external battery pack and automobile power. This is
incorporated into a briefcase (commercial airline carry-on size) along
with a laptop PC to provide a complete, portable thermal cycler for
DNA analysis in the field. The unit must be ruggedized to withstand the
normal vibrations, shock and environmental factors associated with
transport and operation in field environments. I . General
Specifications: (1) Physical Dimensions; 22" x 14" x 9" (<40 lbs w/
computer & rechargeable battery pack, with the ability to fit in an
overhead airline compartment. (2) Power Requirements; Should be able to
run on AC (110V/60Hz; 220V/50Hz) Internal battery pack (1 hour
operation) External battery pack (6 hours operation) and an Automobile
adapter. (3) Computer; Laptop configuration with PC-based 300MHz
Pentium II, Windows 98 OS, a Modem and Ethernet. (4) Software/User
Interface Window 98. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR
COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. This is a total
small business set aside. The SIC code is 3577, with a size standard of
1,000 employees. The equipment shall be delivered not later than 90
days after receipt of order to Centers For Disease Control and
Prevention, Building 1,Room SSB396, Attention: Kathy Karins, Atlanta,
Georgia 30333, FOB Destination. The provision at 52.212-1, Instructions
to Offerors Commercial Items, applies to this acquisition. The
provision at 52.212-2, Evaluation Commercial Items, applies to this
acquisition. The evaluation criteria stated in paragraph (a) of this
provision are as follows: (1) technical capability of the proposed
system to meet the requirements stated herein, and (2) price. Offerors
shall include a COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS, with your quote.

52.212-3, Offeror Representations and Certifications, and fill in the
appropriate blanks. This certification must be sent in with your quote.
