National Institute of Standards and Technology (NIST) requires an
optical spectrum analyzer (OSA). The specifications for the optical
spectrum analyzer include a wavelength measurement range extending from
350 nm to 1750 nm, wavelength resolution of .05 nm or less to 10 nm or
greater, wavelength accuracy of 0.5 nm or better and wavelength
reproducibility within 0.005 nm. The OSA must have a measurement level
range from -75 dBm or less to 20 dBm or greater and level accuracy
within 0.3 dB. The OSA must have a dynamic range of 60dB or greater
within 0.5 nm from the measurement peak. The OSA must accept single and
multimode FC type optical fiber input and include an LCD display,
built-in printer, and a removable media storage device. The OSA must
have a GPIB interface and be compatible with data acquisition software
developed at NIST using Test Point. Delivery is required within 8
weeks after receipt of order. Interested sources proposing to supply
the system specified must submit a written qualification statement
clearly establishing capability to meet the above requirements within
15 days from the date of this synopsis. The qualification statements
will be used to determine the need for competitive bids. In the absence
of other qualified sources, it is the intent of the Government to
negotiate a sole source contract under the authority of 41 U.S.C.
253(c)(1) with Ando Corporation, 7617 Standish Place, Rockville, MD
20855 as this source is considered to be the only responsible source
and no other items will satisfy agency requirements. This announcement
is being issued under the Simplified Acquisition Procedures, FAR Part
