Contract Specialist, (410) 8786-5128 The Health Care Financing
Administration (HCFA) intends to award under Simplified Acquisition
Procedures, a government purchase order, for the following services:
Contractor shall develop internal products for the staff in the Center
for Beneficiary Services (CBS), Planning and Analysis Group to
implement a variety of Geomapping activities and to establish a
simplified acquisition mechanism to obtain maps, mapping consultation
and support to ensure that CBS program requirements and objectives are
met with the highest quality maps available quickly, efficiently, and
cost effectively. This project seeks to identify offerors who can
develop, produce, map and deliver in a timely fashion, maps depicting
a variety of Medicare beneficiary characteristics for health c are
programs and to request consultation services to create software
applications and other information technologies to develop a library of
map template files (print and electronic), and requisite data files
(database or spreadsheet-print and electronic). These will be used
visualize beneficiary characteristics critical for planning, analysis,
program development and other functions within CBS, HCFA Central and
Regional Offices and our Partners. The contractor shall provide all the
personnel, materials, services and supplies needed to accomplish the
following activities: 1) Develop a plan describing the required
components needed to design a GIS initiative for the Agency, 2) Access,
establish links with and/or develop health care demographic databases
to be used for our mapping activities to include but are not limited to
the following: Census Bureau data to include race/ethnicity, income,
education, living arrangements, age breakdowns, gender, etc.; Other
federal agency databases: Centers for Disease Control, National Center
for Health Statistics, National Institutes of Health; Lifestyle and
behavioral data; Health services utilization; Managed care
participation; Insurance coverage/Uninsured populations. 3)Conduct
mapping of HCFA program beneficiaries according to defined
characteristics which includes but is not limited to: Managed care
penetration, by county, state, nationally; Medicare, Medicaid, Child
Health population increases; Age distribution and changes within
populations; Disabled beneficiary increases and changes; Various
insurance populations; Numbers of risk and cost contracts; Shifts in
the numbers of physicians participating in managed care plans; Kinds of
procedures performed by location; Child poverty rates; Rural population
centers; Behavioral and lifestyle characteristics such as smoking,
injury and drugs. (4 Provide map-on-demand services, 5)Obtain and
install on 1 HCFA computer new databases as needed. 6) Provide
consultation services to develop templates of maps using ArcView
Software by HCFA staff in house. The contractor shall develop and work
plan prior to map production and will involve the following activities
for each map produced. Provide 60 hours of geocoding and computer
programming services as needed. and 8) Provide support services for 6
