POC Matthew Klink 703-428-6272 Phase 3 of the Geosar program. This
proposed effort is for the continuation of the Geosar program. The
program was a DARPA program and is with a consortium which consists of
the Jet Propulsion Labs (JPL) and Calgis Incorporated and California
Department of Conservation. It has previously been performed as an
other transaction with DARPA. Phase 3 effort is slated to begin
shortly. The new government agency managing the effort will be the U S
Army Corps of Engineers Topographic Engineering Center. The effort is
for continued Research and Development with the end result of Phase 3
being the commercialization of the product being developed which is X
and P band radar technology. It is anticipated that the award will be
a cooperative agreement with Calgis Inc. on an other than full and
open competition basis. The basis for the sole source will be the
duplication of cost. Calgis has developed expertise under the previous
phases that would cost considerable dollars to bring a new contractor
up to speed. Most significantly is the Gulfstream II jet that Calgis
has had fitted with radar equipment, antennae arrays and sensors. The
jet is dedicated to this program for geosar flights and data
collection. As stated previously the primary goal of the effort is to
establish a commercial commodity and a source from which the government
and the public can acquire the products and services. This synopsis
serves a two fold purpose to announce the intentions of the Army as
well as to perform market research to see if there are other interested
parties. Only serious requests wil be enertained. Only a vendor who can
supply a Gulfstream II or comparable jet aircraft for modification, on
a full time basis and who has adequate ability in the world of radar
technology and the long term interest and ability to invest in and
commercialize this technology should respond to this announcement. Any
vendor who might be interested will be required to obtain a
non-exclusive licensing agreement from the Jet Propulsion
Laboratory/California Institute of Technology. JPL/Cal-Tech holds the
rights to the technology and any and all commercialization efforts as
it pertains to licensing would need to be worked out with JPL. The Army
will also require any contractor to provide a payback to the Government
in the form of discounted products, flights and services to compensate
for the Government investment on the program. Any response that is
evidenced to have potential will be reviewed prior to award to Calgis.
Responses should contain adequate information with the initial contact
to show the vendors capabilities. Time considerations are important on
this program and substantial delays in the acquisition process due to
the inability to prove capability or aircraft dedication may not be
