to furnish the services described herein are requested to give written
notification (including the telephone number for a point of contact) to
the procuring office above within forty-five (45) calendar days from
the date of this synopsis. Salient characteristics: The U.S. Geological
Survey, Central Geologic Hazards Team, has a requirement for
enhancement of the USGS rapid earthquake notification system through
the integration of the existing Earthworm real-time processing system
with the ORACLE Database Management System (DBMS). During Phase I,
various DBMS products were evaluated for feasibility, the ORACLE DBMS
was chosen, and performance measurements were executed. During Phase
II, a functioning prototype real-time DBMS system was completed. In
Phase III, the DBMS will be extended to provide mission-critical
features, an extensible multi-node architecture, integration of
multiple real-time data sources, and an earthquake post-processing and
tracking system. In order to successfully implement the Phase III DBMS
in a timely manner, the Earthworm Development Group requires assistance
from a responsible source with the following unique qualifications,
which are considered essential to the requirement: 1) In-depth
knowledge and extensive experience with CGI, JAVA, web programming, and
development of web servers; 2) In-depth knowledge and experience with
the ORACLE DBMS used in the USGS rapid earthquake notification system;
and 3) In-depth knowledge and understanding of the Earthworm software
architecture and communication protocol. Work shall be performed at
the USGS facility in Denver, Colorado. Based on information available
at this time, and in accordance with 41 U.S.C. 253(c) (1), implemented
by FAR 6.302-1, the Government considers the services specified as a
sole source from Katalyst Integration, Morgan Hill, California, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feelthat they can furnish the required services (based upon the
criteria specified herein) are invited to submit in writing an
affirmative response to this announcement. An affirmative response
would include literature, brochures and such other materials which
correspond to the required items stated herein. This information will
be evaluated and used to determine if competitive opportunities exist.
Since no solicitation document exists, requests for such documents
without accompanying information will be considered non-responsive to
this request without further consideration. This notice may represent
the Government's only official notice of this procurement. See Note 22.
