Service (INS) intends to issue a Request for Proposal (RFP) for a
state-of-the-art Computer Aided Facility Management (CAFM) System to
Peregrine Systems, 444 Jacksonville Road, Warmnster, PA. 18974. The
CAFM System will provide commercial off-the-shelf software solutions to
support the integrated facility management needs of the INS
Headquarters, Administrative Centers, and Field Locations. The
contractor will be required to install, test (in a prototype phase),
and deploy the system nationwide in full compliance with INS'
requirements for information systems development, database and data
element standard, security, operations, and maintenance. The CAFM shall
support the primary requirements of facility management at INS,
including, but not limited to, tracking site inventory, ensuring
adequate operation and maintenance support, negotiating leases,
planning and overseeing new construction, repair, and alterations.
Functional requirements of the CAFM include seamless modularity for
space analysis, asset management, materials handling, lease management,
maintenance management, spatial forecasting through dynamic stack
graphics and diagrams, project budgeting, customized and standardized
reporting capabilities, bi-directional interfaces for CAD (computer
aided design) integration, asset tracking (inclusive of
telecommunications), cost estimating, and cable management (inclusive
of display connectivity and tracking of trouble tickets). INS intends
to award a contract to Peregrine Systems for installation, testing and
deployment of the SPAN-FM CAFM System under the authority of FAR
6.302-1, only one responsible source and no other supplies or services
will satisfy the agency requirements. INS has determined that
Peregrine Systems, the designer and developer of the proprietary COTS
SPAN-FM software, is the only available source to meet all of INS'
requirements for the CAFM System. INS intends to award a contract in
August/September 1999 to include a three month installation testing and
training period prior to a full scale nationwide system deployment.
Nationwide installation is required within six month from the date of
contract award. The contract will be for a one year period, with four
one year option periods for system maintenance services. Posted
