311 HSW/YAK intends to solicit and negotiate this procurement with
Flaherty Technical Services, Incorporated. The contract duration is 5
years. It has been determined via market research and CBD synopsis
(original notice electronically posted 11 May 99) that no other source
exists to meet the highly specialized requirements of this
solicitation. The Force Protection Battlelab (FPB) requires in-depth
technical and programmatic assistance in drafting, preparing, and
executing force protection initiatives. The goal of any force
protection initiative is to impact Air Force operations. A thorough
understanding of day-to-day operations of the Air Force (CONUS and
OCONUS) and the roles that each Air Force Specialty Code (AFSC) fills
in meeting the overall Air Force mission is imperative. It is
particularly important to understand those specialties (such as
security forces) focused on the surface dimension of the battle space-a
force protection role. The security forces play a large role in the
force protection mission. Most FPB initiatives revolve around security
forces operations; hence, the offeror must have comprehensive
knowledge of security forces and their equipment. Knowledge of
operations must include air base ground defense, resource protection,
physical security, and how these play in the fulfillment of the mission
given a specific scenario. The prospective offeror must also have
knowledge of the physical layout, the systems used for the secure
storage of weapons, and the concept of operations for response forces
for the Air Force's weapon storage areas, to include nuclear sites. The
Tactical Automated Security System (TASS) is the Air Force's premier
force protection system. It is used to provide electronic intrusion
detection and assessment around sites world-wide, and is currently
being procured for every deployable security forces unit in the Air
Force. The system has been designed to facilitate component upgrades,
and to accept outputs from a variety of sensors. Because of its
flexibility, TASS will be the backbone of many FPB initiatives, and a
major recommendation in force protection assessments. The offeror must
have a complete understanding of the system and familiarity with other
ground sensors such as chemical/biological agent detectors and
electronic security sensors. The offeror must have knowledge of sister
services and other government agency activities in the area of
physical security. This knowledge must extend to fielded systems such
as the Tactical Reconnaissance Sensor System (TRSS), the Remote
Battlefield Sensor System (REMBASS), the Platoon Early Warning System
(PEWS), and the Rapidly Deployable Intrusion Detection System (RDIDS).
The knowledge of these systems is necessary for the integration of
security systems in joint experiments and operations. The offeror must
know how these systems are employed and know how to employ these
systems as well. Understanding the impact on manpower and how the
system affects overall mission accomplishment is also critical. All
responsible offerors may submit a proposal which will be considered.
