298-1180 x1124 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation that will be released. Solicitation number
CS-I-99-24767 is issued as a request for quotation (RFQ) and
incorporates provisions and clauses that are in effect through Federal
Acquisition Circular 97-12. The standard industrial classification
code (SIC) is 4225. The small business size standard is 18.5 million.
This requirement will result in a firm fixed price purchase order with
three one year options. The services are described as follows: One
hundred eleven (111) pallets, 4' x 4', each holding 50 boxes. Boxes
will be indexed, palletized and wrapped by Records Section Staff.
Pallets will be numbered to correspond with index. Vendor will pick-up
pallets at 6 World Trade Center, West Street Garage, New York, NY.
Truck must be less than 12 feet in height. Vendor will load pallets
into vendor-provided weather tight and fire proof containers. The
containers must be locked and accessible only to USCS employees
presenting proper identification Vendor will creat a listing to
indicate the numbered pallets within each container for possible
retrieival and future destruction. If retrieval is required, vendor
will be present to unlock and remove pallet from container. Vendor will
provide hi-lo or any other equipment required to make pallet accessible
to USCS employee. Manifests from January, 1997 to December, 1997,
approximately 78 boxes, will be destroyed on a month to month basis
beginning January, 2000. Manifests from January, 1998 to December,1998,
approximately 33 boxes, will be destroyed on a month to month basis
beginning, January, 2001 ****Destruction on a yearly rather than a
monthly basis may prove to be more economical since one pallet may hold
several different months. The yearly destruction does meet destruction
requirements. Upon notification by a USCS official, vendor will cart
pallets to recycling site or public dump for destruction. The following
FAR clauses and provisions apply: 52.212-1, Instructions to Offerors --
Commercial items, 52,212-5, Contact terms and conditions required to
implement Statues or Executive Offerors -- Commercial Items will apply
to the resultant contract: 52.203-6, 52.219-8, 52.219-14,
52.222-26,52.222-26, 52.222-35, 52-222-37, 52.225-3, 52.222-41,
52.222-42, 52.222-43 and 52.217-9. Evaluation of options shall not
obligate the government to exercise the option (s). The proposal should
include the cost for the base period and each option period. Offerors
should include a completed copy of the provisions at 52.212-3, Offeror
representations and Certification-Commercial Items, with their
proposals. The government will evaluate offers for award purposes by
adding the total price for all option periods to the total price for
the base period. The government will make a purchase order award to the
offeror who is technically acceptable and offers the lowest price. The
contractors responsibility will be pursuant to FAR 9.104-1. The
government may evaluate proposals and make award without discussions.
Proposal are due Monday, August 2, 1999 at 3:30 p.m., local time.
