The date for receipt of proposals is changed from 8/9/99 to 8/19/99. In addition, this notice amends the original by changing the Description as follows: A project to construct the Middle Fork Ranger District Office on the Willamette National Forest, Middle Fork Ranger District, Lane County, Oregon. Proposals will be evaluated according to the criteria and relative weights stated below. Proposals shall be prepared in accordance with instructions contained within Section L of the solicitation. (a) Technical Evaluation Criteria. Factor (1) PAST PERFORMANCE, Total Points: 40 points. Firms lacking past performance record (e.g., new firms or those with no relevant experience within their organization) will be treated as an unknown performance risk, receiving a neutral score in this criterion. A neutral score will be established as the average of all other competing offerors, or the average of the total score available, whichever is less. Subfactors for Past Performance are (i) Quality of Services (8 points) -- Demonstrated ability to perform services in accordance with contract specifications, and conformance to good standards of workmanship; (ii) Customer Satisfaction (8 points) -- Satisfaction of end users with the Contractor's completed products and services; (iii) Timeliness of Performance (8 points) -- Compliance with delivery schedules, reliability, responsiveness to technical direction, responsiveness to exchange of documents, and no assessments of liquidated damages; (iv) Business Management (8 points) -- Effective management, ability to manage projects involving subcontracts, working relationship with the Contracting Officer and technical representatives, reasonable/cooperative behavior, flexibility, effective contractor-recommended solutions, businesslike concern for Government's interests; and (v) Price Control (8 points) -- Ability to complete contracts within budget (at or below), reasonableness of price change proposals submitted, providing current, accurate, and complete billings. Factor (2) PAST EXPERIENCE AND QUALIFICATIONS OF SIMILAR PROJECTS, Total Points: 25 points. Factor (3) SCHEDULE OF WORK, Total Points: 35 points -- Ability to meet performance schedules; realism and reasonableness of proposed schedule. Subfactors for Schedule of Work are (i) Ability to meet performance schedules; realism and reasonableness of proposed schedule (20 points); (ii) ability to exceed the advertised contract performance schedule of 270 calendar days (i.e., complete the work in less than 270 calendar days) (15 points). Factor (4) SMALL DISADVANTAGED BUSINESS PARTICIPATION, Total Points: 10 points. Total available points are 110. (b) Cost/Price Evaluation Criterion. This criterion will include consideration of cost information provided to support item prices entered in Section B, Schedule of Items. It is the Government's intent to assess the price/cost breakdown to determine (1) reasonableness, and (2) offeror's understanding of the work and ability to perform the contract. In addition, offerors should note that the time for performance of the work is negotiable, and a proposal which offers a lower price will be rated higher than a comparable price proposal with a shorter performance period, i.e., lower price is more important than shorter performance period. All evaluation factors combined are approximately equal to cost or price. However, a price evaluation preference will be given to HUBZone small business concerns in accordance with Federal Acquisition Regulation 19.1307. The critical factor in making any cost/technical trade-off is not the spread between the technical scores, but rather what is the significance of that difference. The significance of the spread in scores will be determined on the basis of what that difference might mean in terms of performance and what it would cost the Government to take advantage of it. Estimated start work date is September 17, 1999, but the offeror may propose to postpone commencement of construction until as late as April 15, 2000. Contract performance time is 270 calendar days. Government's estimate is between $1,000,000 and $5,000,000. This contract is NOT set-aside for small business pursuant to Public Law 100-656, Small Business Competitive Demonstration Act.
