DESC: The contractor shall furnish all personnel, facilities,
equipment, material, supplies, and services (except as may be expressly
set forth as furnished by the Government) and otherwise do all actions
necessary to provide and replace the roof on Building #28 at the U.S.
Department of Energy, Albany Research Center, 1450 Queen Ave SW,
Albany, OR 97321 as described herein and on the drawings. Replacement
shall include: 1) Roof must be stripped of existing rolled roofing. The
deck must be dry and free of debris before beginning application of
underlaying of shingles; 2) Shingles shall be: (a) Class A fire rated;
(b) Wind resistant (self sealing); (c) Minimum weight of 210 lbs per
square; and (d) Inorganic fiber mat; 3) Underlaying shall be 15#
asphalt felt on sheathing. It shall have a minimum lab of 2" on edges,
4" on ends; 4) Nails shall be 12 gauge, 3/4" in length or longer, full
head (3/8" minimum) galvanized "roofing nails". No roofing staples
shall be used. Nails can be hand nailed or pneumatically placed. (See
Attachment A for nailing pattern.); 5) All roof edges (eves, rake, and
gables) will be flashed to protect sheaving with "drip edge"
galvanized metal (minimum 28 gauge); 6) All vertical surfaces shall be
step flashed with minimum 15 gauge galvanized metal. (See Attachment
#2); 7) Shingles, shall be laid per Attachment #3, "Laying Pattern"; 8)
Ridgecap of same material as shingles; 9) Valley's shall be closed with
extra layer of felt running centered up the valley. Albany Research
Center will remove existing blower equipment on roof, will build any
new equipment mounting curbs needed, and will replace blower equipment
on roof. Roof is approximately 210 squares, a 190' x 2 x 53' section
and a 43' x 2 x 10' section. This project must be finished before
October 1, 1999. U.S. Department of Labor General Wage Decision Number
OR990001 dated 07/02/99 OR1 will apply to this work. The proposed
purchase order is 100% set-aside for Small Business concerns with a
Size Standard of 500 employees. Evaluation is based on best value
including cost and ability to meet stated requirements. Tentative issue
date for RFQ is on or about August 4, 1999. A firm fixed priced
purchase order will be issued. Anticipated award will be on or about
August 17, 1999. Request for RFQ shall be in writing, stating RFQ
