The US Army, Office of the Project Manager for Artillery Munitions Systems (OPM ARMS), Picatinny Arsenal, NJ has a requirement for the acquisition, inspection and evaluation of high-fragmentation (HF-1) continuous cast (strand cast) steel and the manufacture of 1200 each M795 projectile metal parts in support of the OPM ARMS HF-1 continuous cast producibility study. The 155MM projectile is currently manufactured using cast HF-1 steel ingots and there is only one qualified source of supply for ingot cast HF-1 steel. The purpose of this producibility study is to evaluate the use of continuous cast HF-1 steel which is a more standard, modern and cost-effective method of manufacture for the steel industry. Because of its chemistry, it may be difficult to adapt HF- 1 from ingot casting technology to continuous casting technology. Therefore, the process used and the quality of the resultant product will be thoroughly evaluated to ensure that acceptable steel is produced, and that it can be reproduced in the future. The projectile parts must be produced in an identical manner as the current ingot cast M795 parts. For this effort, the contractor will competitively award subcontracts to two continuous cast steel producers for the manufacture of one (1) production size heat of HF-1 steel each. The contractor shall then inspect and evaluate the steel and produce 1200 finished M795 projectiles for further evaluation and inspection. A final report (to include an evaluation of the program as well as conclusions and recommendations) will be furnished. The Government intends to award a sole source modification to Chamberlain Manufacturing Corporation, Scranton Division, 156 Cedar Avenue, Scranton, PA 18505. See numbered Note 22.
