Officer is J.Murtagh. Due to the fact that the Navy does not own the
rights to the proprietary drawings needed for the above referenced
requirement, the procurement shall be changed to sole source as
follows: The Naval Air Warfare Center Aircraft Division Lakehurst
intends to solicit and negotiate with GSE Spares, Inc., Mesquite, TX to
procure 342 each A/S 32K-1D Weapons Loader Rear Wheel Assembly Kits.
Under the authority of FAR 6.302-1, this firm is considered the only
supplier of these kits for which they have proprietary rights to the
Original Equipment Manufacturer (OEM) drawings. Each Assembly Kit
consists of two complete wheel assemblies. Each wheel assembly consists
of the following assembled components: two-piece steel Rim, one each
P/N 3Q1034F-1 and one each P/N 3Q1034F-2; 10 Bolts, P/N AN6-6A; 10
Washers, P/N AN935-616; and 10 Nuts, P/N AN315-6. The wheel disc shall
be reinforced in the area of the lug bolt circle. For each wheel
assembly, the tire and the tube and flap, which will be provided as GFM
within 120 days after contract award, shall be installed onto the rim
and inflated to 45 pounds and shall be packaged as a kit in accordance
with the proprietary drawings. Each Assembly Kit shall consist of two
completely assembled wheels and shall be identified as "Kit [XXX]."
Delivery shall be FOB Destination to the Naval Air Systems Command in
Orange Park, FL at the rate of 171 units per month commencing 180 days
after the date of contract award. Interested firms may identify their
interest and capability to respond to the requirement. This notice of
intent is not a request for competitive proposals. However, all
responses received within fifteen days after the date of publication of
this synopsis will be considered by the Government. A determination by
the Government not to open the requirement to competition based upon
responses to this notice is solely within the discretion of the
Government. Information received as a result of this notice of intent
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Posted 07/28/99
