The Director for Safety and Survivability in the Office of the
Assistant Secretary of the Navy is interested in receiving NDI
proposals (technical & cost) for conceptual designs and feasibility
studies for improving injury prevention, man overboard detection,
personnel protection for surface, subsurface, shore and air operations
for fire, smoke, ballistics, high energy and chemical hazards. No
formal solicitation will be issued: this BAA is the solicitation. This
solicitation is seeking NDI and COTS safety solutions to expedite into
service. Proposals are hereby solicited to produce studies/hardware on
above topics to identify base assessment, risk assessment, system
level requirements, impact to all platforms and support operations.
Deliverables will describe conceptual design and performance
requirements for eventual hardware implementation in the lab
environment, aboard ship, on submarine or aircraft, or on shore.
Offerors shall submit an original plus four copies of the technical
proposal and an original plus 2 copies of the offer and mark pages that
contain proprietary or restricted data. This announcement will be open
for 24 months after publication. Early submission of 60 days is
encouraged. Proposals may be evaluated as they are received or may be
collected and reviewed periodically. Several awards may be made from
this announcement. Award decisions will be based on the following
proposal elements (1-5) as they apply to the area of interest in the
announcement: (1) Overall scientific and technical merits of the
proposal as they apply to the areas of interest in the announcement,
(2) The offeror's capabilities, related experience, facilities,
techniques or unique combinations of these which are integral factors
for achieving the proposed objectives; (3) Originality of the idea, (4)
Quality of approach and thoroughness of planning, (5) Realism of
proposed cost. The merit of the proposal will be evaluated in relation
to the proposed cost and availability of funds. Technical proposals
should be limited to 30 pages. The cost of preparation of the response
to this BAA is not considered a contract cost. Point of contact for

contracting officers are legally authorized to commit the Government.
For planning purposes, the period of performance is estimated to be 24
months or less at a level of effort of 1.6, 3.3, 6.6 and up to 26.6
man years for each contract. Contract type will depend on the nature of
the proposed work and available funding.. This BAA does not guarantee
a contract award nor is it a solicitation for bid on any specific item
and will not necessarily, but may, result in a contract award at a
