negotiate on a sole source basis with American Water Works Association
(AWWA) to acquire database services for the continuing development of
Reclamation's desalination database entitled DesalNet. The database
services required (Phase III) include finalizing and implementing
production, distribution, marketing, and documenting delivery plan and
application enhancements; XML Intranet System -- database management
tool for DesalNet processing; Scanning (no OCR) (all OSW/OWRT reports,
all ADA reports, Saline Water Conversion Engineering Data Book,
desalting Handbook for Planners, etc.) -- Project management; Setup;
Special Handling (color, rotating, photo-reduction, grey scale)
estimate 800 documents; Computer room support; Scanning; Create text
searchable .pdf files from .tiff files; Link index with scanned images
-- data conversion to Enigma format and index linking; Supply master
disks to Reclamation to produce DesalNet CD ROMs; and project
management, marketing, sales, and distribution. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP). The
proposed action is for supplies/services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. The Government believes that only one
responsible source can provide the supplies/services that will satisfy
the agency requirements. A J&A for Other than Full and Open
Competition has been prepared in support of this acquisition. Firms
that recognize and can provide the required items and services
described above are encouraged to identify themselves and give written
notification to the Contracting Officer. This notice is not a request
for competitive quotes. All responses received within 5 days of the
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed action based on responses to this notice is solely within the
discretion of the Government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
