the design and fabrication of instrument containers; the deployment and
retrieval of the containers; and the download of data from the
instruments used to measure directional waves and currents during the
fall and winter of 1999 in the vicinity of the Grays Harbor ebb-tidal
delta on the Washington State coast.THIS IS A COMBINED SYNOPSIS /
SOLICITATION FOR COMMERCIAL ITEMS (SERVICES)PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION
INCLUDED IN THIS NOTICE. This announcement constitutes the only
solicitation. Proposals are bing requested and a written solicitation
will not be issued. This is Request for Proposals No. 99WRSS0020. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular No. 97-13. This
acquisition is a 100% small business set-aside; small business size
standard is 500 employees. Standard Industrial Classification is 8731.
CONTRACT LINE ITEMS: CLIN 0001 -- Design and Construct Containers: to
mount the oceanographic instruments provided as GFE listed herein.
Containers must be designed to withstand wave and current conditions
off the coast of Washington State and must be designed to minimize flow
disturbance. Five (5) of the containers should be designed to hold a
Hydra, pressure sensor, upward looking ADP, OBS, and battery packs. Two
(2) of the containers should be designed to hold the SBE-26. The
containers should be designed to be deployed and recovered without
SCUBA divers; should be designed with contractor-provided redundant
systems for locating and retrieval; should be designed to withstand
multiple deployments in a salt-water environment. CLIN 0002 -- Perform
Initial Set-up and Testing: of all GFE oceanographic instruments to be
deployed in the Grays Harbor experiment. All instruments will be tested
prior to deployment in the ocean. Contractor will program all
instruments to sample at times and for durations to be determined by
the USGS. CLIN 0003 -- Deploy the Seven (7) GFE Containerized
Instruments: in the vicinity of the Grays Harbor ebb-tidal delta in
water depths ranging from 10 -- 30 m at precise locations provided by
the USGS. The total length of the deployment will be for 3 months
starting in mid-September, 1999 with final recovery in mid-December,
1999. One mid-deployment servicing of all seven (7) instruments is
anticipated in mid-October, 1999. The servicing will include recovery
of the containers; downloading all the data; changing the batteries;
cleaning the instruments as needed; and re-deployment of all
containerized instruments. CLIN 0004 -- Perform Standard Quality
Assurance / Quality Control: of Sontek Hydra and Sontek ADP sensors.
Following instrument retrieval, data files are to be downloaded and
converted from binary to text (ASCII) file format using standard Sontek
software. Wave data from each deployment should be checked for
inconsistencies by developing time-series plots of heading, pitch, and
roll recorded by each ADVOcean. Pressure time series should be
generated and analyzed to find any discrepancies in the data. Initial
QA/QC procedures for the ADP current meters should include generating
amplitude data files for all beams and to inspect those files to verify
that all current meters worked correctly. Pitch, roll, and heading data
should be plotted to verify the mooring remained upright and in place
throughout the deployment. CLIN 0005 -- Provide all Digital Data to the
USGS: on a medium to be directed by the USGS. Write and provide to the
USGS a final report addressing the factors identified in an outline
provided to the Contractor by the USGS. GFE: (5 ea) Sontek Hydras w/
Ocean ADV probes; (5 ea) Sontek battery packs for Hydras; (5 ea)
Parascientific pressure sensors; (3 ea) upward looking Sontek ADPs; (3
ea) Sontek battery packs for ADPs; (2 ea) Seabird SBE-26 Tide/Wave
gages; (5 ea) D&A OBS-3s; all batteries; Data Report Outline;
deployment / sample time / duration schedule. Offerors shall prepare
proposals in accordance with FAR 52.212-1, Instrctions to
Offerors-Commercial Items, and include completed FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-2,
Evaluation -- Commercial Items is aplicable. EVALUATION CRITERIA: (a)
past performance: contractor must provide evidence of recent
successful deployments and recovery of oceanographic instruments
similar to those to be deployed in this work in an oceanographic
setting with conditions like those found in Grays Harbor ebb-tidal
delta, Washington State area. (b) technical: contractor must provide
evidence of intimate knowledge of the equipment to be used in this
experiment and procedures to deploy and recover the instruments. (c)
proximity to work: contractor must provide evidence of proven local
logistical support to successfully deploy oceanographic instruments off
the coast of Washington State near Grays Harbor. (d) price: where the
combination of technical expertise, past performance, and proximity are
more important than price alone. FAR 52.212-4, Contract Terms and
