This is a MARKET SURVEY and Request for Information (RFI) to locate potential sources capable of providing medical transcription information systems technology and transcription services on a fee-per-service based upon cost per transcription line. This requirement is for the U.S. Army Medical Department (AMEDD) CONUS and OCONUS through the U.S. Office of the Surgeon General, Falls Church, VA. The AMEDD annually produces approximately 50 million lines of medical transcription information across 37 medical facilities and regions worldwide. The procurement strategy planned at this time is for the requirement described below to have multiple awards in order to provide at least one contract per U.S. Army Medical Department region. This IS NOT a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. Notelephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Information shall focus on the capability to provide medical transcription services, transcription information systems technology, and supporting technology as defined below. Transcription Services: The commercial sources shall have the ability to provide transcription operational services which shall include actual processing of physician-produced dictations into test-based reports for delivery in hard copy and online over enterprise networks in military medical facilities regionally on a worldwide basis. The contractor shall possess the ability to conduct clinical review and approval of the report on-line over enterprise network. Supporting Technology: The commercial sources shall have the ability to provide, maintain, and upgrade state-of-the-art, Year 2000-compliant, transcription information systems technology in support of the above services; and the ability to provide both dictation and/or the transcription processing component. The overall systems and support life cycle for technology and support shall be for five years or longer. System Interfaces: The contractor shall have the ability to archive such reports into various clinical information systems such as the DoD's Composite Health Care System (CHCS) or other Hl7-compliant clinical data repositories. Predictable Response Times. The commercial sources shall have the ability to produce transcribed reports according to prescribed turn around times (e.g., up to 35% of the workload within one day of dictation and up to 65% within 5 days of dictation). The commercial sources shall have the ability to produce stat dictations in real time. Workload Re-routing. The commercial sources shall have the ability to port dictation workload within and between facilities to provide timely processing to match the ebb and flow of patient workload. Various Dictation Workspots. The commercial sources shall have the ability to provide clinicians witha variety of dictation workspot options which shall include workstation, telephone and hand-held digital devices as well as remote, offsite, and at-home workspots for dictation and approval of their reports. Interactive Voice Recognition. A coherent strategy to incorporate and migrate to interactive voice recognition for certain system operations over the system's life. Migration Planning and Capacity. The contractor shall have the ability to conduct migration planning to evolve all AMEDD sites into a unified program with 24-36 months; the capacity to deliver, install and bring up to at least 10 systems simultaneously in one year; and the ability to begin performance in November or December 1999. Security and Continuity of Operations. The contractor shall have a proven ability to provide secure, mission-critical support for such systems in health care environments at the enterprise level with appropriate data security, data redundancy, and crisis management plans which shall guarantee security and continuityof operations.
