bbratcher@efawest.navfac.navy.mil. This is an Electronic Bid
Solicitation. The work includes the furnishing of all labor, material
and equipment required to provide groundwater sampling and laboratory
analysis from 90 monitoring wells located at the Naval Air Station,
Fallon, Nevada and all associated work. Scope includes: (a) Purge at
least three volumes of water from each well. Wells shall be purged
until conductivity reaches steady state or five well volumes have been
removed. Wells may be sampled after the water level has recovered to
within one half foot of the static level. (b) Purging and sampling
equipment must be compatible with the contaminants that are being
analyzed for. Approved purging equipment is limited to bailers and
positive displacement tubing pumps only. Absolutely no jet pumps, high
speed centrifugal, or vacuum pumps will be approved for use. (c) All
purge water shall be collected in plastic barrels for analysis prior to
disposal. The contractor shall place the water in designated containers
in central areas for disposal. Each container shall be marked as to the
contents of the container and the wells of origin. The Government will
dispose of the purge water. (d) Proper decontamination procedures for
and sampling equipment shall be used to control the risk of sample
cross contamination. If bailers are used to sample than a new bailer
must be used for each well. If peristaltic pumps are used then the
tubing must be replaced after each sampling. (e) Only analytical
laboratories which are fully certified by the Nevada Department of
Health Services for Clean Water Act analysis are acceptable for the
analytical work. Absolutely no provisional certifications will be
accepted. A copy of the Nevada Department of Health certificate shall
accompany the bid. (f) Some of the wells included in this sampling
round are in locations where access is limited do to ongoing
operations. Access to these wells will require 48-hour notice. (g) It
is our intention to only sample wells that do not contain free product.
If free product is encountered during sampling please contact the
Environmental Department for further instructions. (h) Laboratory
analysis shall be performed using the EPA method 8015, modified, and
EPA methods 8240 and 8270. The contract duration is approximately 30
days and the estimated cost range of this project is between $25,000
and $100,000. Site visits may be requested by calling Ensign Frederick
at 775-426-3318 or Art Spacher at 775-426-2362 at least 3 days in
advance of the requested visit. The proposed procurement will be issued
for a Firm Fixed-Price Contract. This procurement is unrestricted and
all qualified, responsible sources may submit an offer, which shall be
considered by this agency. All potential offerors are reminded, in
accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR
REGISTRATION (MAR 1998), lack of registration in the CCR database will
make an offeror ineligible for award. In accordance with FAR 5.102 (a)
(7) availability of the solicitation will be limited to the electronic
medium; solicitation will be available for download free of charge via
the Internet World Wide Web at

sets) or CD-ROM of solicitation will not be provided by the Government.
The official plan holders list will be maintained on and can be printed
from the website. All prospective offerors and plan rooms are
encouraged to register as plan holders on the website. Plan holders
lists will not be faxed and will only be available from the website.
Registering offerors and plan rooms must provide a complete name,
complete mailing address and area code and phone number, offeror type
(prime contractor, sub-contractor, supplier or plan room), and email
address. Notification of any changes (amendments) to the solicitation
will be made only on the Internet. It will be the contractor's
responsibility to check the website for any posted changes/amendments.
The Electronic bid solicitation/set (EBS) will be available on the
Internet on or about 9 August 1999. Technical inquiries prior to
receipt of proposals must be submitted in writing, no later than 10
calendar days prior to receipt of proposals and faxed to 702-426-3205,
