This is a market survey to locate sources capable of providing Aviation
Operations Services at Fort Hood, Texas and to obtain information which
will be used in making a determination of commerciality regarding the
services. The anticipated periods of performance are 1 April 2001
through 31 March 2002, and 4 subsequent one year option periods. This
requirement is mandated by OMB Circular A-76, Performance of Commercial
Activities. The Contractor shall conduct the work in accordance with
all Federal, State, and local laws, regulations, codes, and directives
to include applicable publications. The Contractor shall produce,
provide, and maintain accurate and complete records, files, and
libraries of documents to include Federal, State, Local, and industry
regulations, codes, laws, manuals, and manufacturer's instructions and
recommendations, which are necessary and are related to the functions
which are being performed.The Contractor shall compile historical
data, prepare required reports, and submit information as specified by
Contract Data Requirements Lists (CDRLS) presented in the contract.
Additionally, the Contractor shall provide all resources not furnished
by the Government but necessary to operate and maintain equipment in
good operational condition. Primary functions include: Executive
Functions and Support Management, Flight Simulation, and Airfield
Management Operations and Services. The Executive Functions and Support
Management integrates Executive Oversight, Management and
Administration, Operations, and Logistical activities within the
Defense Aviation Operations (DAO). Additionally, it involves the
planning, organizing, and controlling of Fort Hood DAO activities and
resources. Flight Simulation encompasses: Training Programs, Flight and
Mission Instruction and Resource Management activities to support
active Army, National Guard, Reserve Component, Federal agencies and
DOD designated foreign military aviation units. Training programs and
instruction are conducted IAW the standards and procedures provided in
AR 95-1, TC 1-210, Federal Aviation Regulations, Instructor Pilot
Handbook, appropriate aircraft Aircrew Training Manual (ATM), and
aircraft operator's manual. Also, included are the directives,
regulations, field manuals, technical manuals, training circulars, and
Flight Information Publication (FLIP) associated with these
references. Airfields Management, Operations and Services encompasses
administrative and technical services including Airfields Management,
Flight Services and the coordination and supervision of Alert services
at Hood Army Airfield and Robert Gray Army Airfield (RGAAF). These
airfields provide direct support to 3 combat aviation brigades, 1
COSCOM aviation medical company, 1 aviation depot level maintenance
facility, 3 aviation maintenance companies, an Air Force weather
detachment and 8 civilian aviation contract operations. The airfields
accommodate over 250 assigned aircraft accounting for over 100,000
movements annually. Additionally, RGAAF supports III Corps and Fort
Hood worldwide airlift deployments. These facilities service and
support a multi-mission aviation community and a wide range of other
military activities that directly impact mission essential operations.
The anticipated Standard Industrial Classification (SIC) Code for this
action is 4581, with a size standard of $5 Million. Prospective offer's
