at 202-433-3672 This is for services to support the Naval Air Training
and Operating Procedures Standardization Program (NATOPS) and Naval
Warfare Publications (NWP) Program. This is for a Base Year and four
1-year options plus an additional option for up to 6 months. IAW FAR
52-217-8. The NATOPS program is part of the naval aviation safety
program designed to improve combat readiness and achieve a reduction in
the aircraft accident rate through mandatory procedures and
standardization based on professional knowledge and experience. The NWP
program, including Allied Publications, was established by NWP O to
provide recommended and approved tactics, doctrine, operational
procedures and terminology. Naval Warfare Documentation Guide, which is
an unclassified publication, defines the organization and procedures
for which tactics and doctrine are documented for use within the Navy.
They incorporate results of fleet tactical development and evaluation
programs and fleet and Allied (NATO) experience, provide information
about the tactical capabilities and limitations of equipment and
systems and include other pertinent data applied by systems command
laboratories, and other naval organizations. The NATOPS department
support for these programs are in the following functional areas: 1.
Production Life Cycle support which includes: (a) NATOPS and Air TACMAN
computer data bases and library maintenance; (b) publication status
report generation and distribution; and (c) interim change message
drafting for CNO release. 2. Coordinator and liaison with different
Model Managers, Program Mangers, Cognizant Commands and Primary Review
Authorities. 3. Formal periodic publication REVIEW CONFERENCES and
DOCUMENT REVIEW. NATOPS Department personnel attending a publication
review conference are responsible for conference materials including
letters, bibliographies, agenda items, messages, and briefing
materials. The estimated hours for this requirement is one man year for
