The Federal Emergency Management Agency (FEMA) currently has a requirement for technical support services for the Emergency Education NETwork (EENET). The services required allow FEMA to provide training and education programs to State and local emergency managers and associated professionals. EENET is a one-way video, two-way audio, point-to-multi-point, satellite-based distance learning system used by FEMA to bring interactive training programs into virtually any community nationwide. Located at the National Emergency Training Center in Emmitsburg, Maryland, EENET transmits via "C" and "Ku" satellite transponders to anyone with a satellite dish or to any community cablevision provider. The "core" audience for these programs (fire and emergency management professionals) is conservatively estimated at over 50,000/program. With the addition of the 10 FEMA Regional Offices, 50 State Emergency Management Agencies, and with additional receiver locations consisting of local governments, fire and police stations, hospitals, industry and cable television companies and educational networks, the potentially "live" audience is over 31,000,000 viewers. FEMA is committed to continue EENET programming and has expanded the weekly programming to include other elements such as videotapes, transmission of classroom instruction, and other related products. The required services may also include support of FEMA's Information program in very large disasters and emergencies through news broadcasts and/or news leads to commercial news media sources (The Recovery Channel). Other services that may be required include, but are not limited to the following: 1) Provide 2-hour weekly broadcasts with additional "special " programs; 2) produce training segments that can be easily recycled and used by State and local trainers to update and enhance their current training programs; 3) provide interactive forums for discussion and implementation of public policy issues; 4) provide the most cost-effective and highest quality programming forthe clients of EENET by using a combination of Contract and In-house staff whenever possible. These services are currently being provided by Technical Resources International, Inc., based in Rockville, MD. The current ID/IQ Time & Materials contract consisted of a base year and four (4) one option periods. The contract stipulated a minimum amount of $1,799,784.00 and had a maximum ceiling amount of $8,412,824.00. The current value is $2,554.453.94. The current contract period of performance is scheduled to expire on December 31, 1999. It is anticipated that the contract resulting from this solicitation will also be an ID/IQ type contract, will have a period of performance/ordering period of five (5) years, shall have a guaranteed minimum of $500,000.00 which can be satisfied over the life of the contract, and shall have a maximum ceiling amount of $5,000,000.00. This requirement is being pursued as a 100% Small Business Set-Aside with an applicable SIC Code of 7812, and associated size standard of $21.5 million. It is anticipated that the solicitation will be released on or about September 15, 1999, with a closing date of October 15, 1999.
