Pretoria, intends to issue a full and open competition solicitation to
solicit offers from Geographic Code 935 offerors for awarding up to
four Indefinite Quantity contracts with a base period of five years
with an additional two-year option. Contractor will provide the
following services: 1) technical assistance; 2) training; 3) organizing
and/or providing logistical support for conferences/workshops/meetings;
4) supporting domestic or international travel of government or NGO
partners for conferences, meetings, workshops, and study tours; 5)
conducting studies of issues relevant to the education, labor and
public service administration sectors as well as conducting evaluations
of USAID-funded programs; and 6) purchasing equipment, furniture, and
vehicles for USAID-funded government projects, as appropriate.
Contractor will provide services as follows: a) quick-response,
short-term (up to six months), medium-term (up to one year), and
long-term (up to the duration of the contract). This activity is being
implemented in collaboration with the national Department of Education
(nDOE) and respective provincial Departments of Education (pDOEs).
USAID encourages the participation to the maximum extent possible of
Small Business, Small Disadvantaged Business, and Women-owned concerns
in this activity as prime or subcontractors in accordance with Part 19
of the FAR. In this respect, it is anticipated that the prime
contractor will make every reasonable effort to identify and make
maximum practicable use of such concerns. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
solicitation will be included with each solicitation issued. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does AID verify the
claimed status of the organizations. Necessarily, the list will contain
the names of only those organizations known prior to the issuance of
the solicitation. The RFP will be issued o/a September 8, 1999.
