International Development (USAID) Nepal Mission intends to modify the
existing performance-based Contract No. 367-C-00-97-0082-00 awarded to
John Snow, Inc. (JSI) in July 1997. The need for an increase in
services provided by the contractor through the Logistics and Child
Health Support Services Project has been recognized. The estimated
value of the contract is expected to increase by approximately
$2,355,316. No change in the contract's five-year period of performance
is planned. Under the current contract, the contractor is responsible
for providing technical assistance to the Ministry of Health (MOH) of
the Government of Nepal to improve capacity for effective management
and logistic support of selected portions of the national child
survival and family planning service delivery programs. Additional
services required include: (1) expansion of Nepal's National Vitamin A
Program to an additional 22 districts, with technical assistance for
strengthened and expanded monitoring activities, intensified production
and dissemination of information, education and communication (IEC)
materials, and documentation of program results and lessons learned;
(2) implementation of a new safe motherhood strategy; and (3)
continuation and expansion of the National Family Planning Program. A
modification of the existing performance-based contract is expected
under the authority under AIDAR 706.302-70 (5) Other than Full and Open
Competition unless, the Contracting Officer determines that more than
one source can meet the Government's needs, as a result of this notice.
To respond to this notice and to be considered, offerors must see
Numbered Notes 22 and 25 and must strictly comply with the submission
instruction and requirements. All responsible sources may submit an
expression of interest which must include capability statements.
USAID/Nepal will not respond to requests nor consider proposals that do
not comply with the submission requirements. It is the sole
responsibility of offerors to ensure that their expression of interest
and all necessary documents reach the Contracting Office, USAID/Nepal,
G.P.O. Box 5653, Kalimati Durbar, Kathmandu, Nepal, not later than 15
days from the date of this notice in CBD and before the USAID/Nepal
