AUTHORITY" FOR ELECTRIC, WATER AND WASTEWATER AT MEMPHIS DETACHMENT,
CARDEROCK DIVISION, NAVAL SURFACE WARFARE CENTER, MEMPHIS, TENNESSEE

PURPOSE: The Navy seeks to identify responsible sources and obtain
information (criteria outlined at the end of this announcement) in
regard to privatization of utility systems in accordance with 10 USC
2688, "Utility Systems: Conveyance Authority." Memphis Detachment,
NSWCCD is seeking interest and information specifically for the
privatization of their electric, water and wastewater utilities
systems. The resulting privatization will include assumption of
ownership, operation and maintenance, and obligation to continue the
service for an indefinite and ongoing period. OBJECTIVE: Should
privatization result, the ownership of the entire utility plant and/or
distribution system, including all operating responsibility shall
transfer to a regional or municipal utility or to a private company.
All responsibility for maintaining reliable service, including such
items as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall becomethe utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. SYSTEM
DESCRIPTION: The following is provided only to give an approximation of
the size and general description of the system. Any numbers may only be
estimates for this purpose. ELECTRIC: The 13.8KV electrical
distribution system consists of 100 feet of overhead lines, 2,200 feet
of underground lines, one main substation with seven 13.8KV air
circuit breakers and three 15KV air magnetic circuit breakers, and four
13.2 KV-480V substations. The local utility company supplies power to
the site via two delivery points. WATER: The water distribution system
consists of a total of approximately 100 linear feet of water lines.
There are two delivery points. One is a 12 inch diameter line and the
other is a 6 inch diameter line. WASTEWATER: The wastewater collection
system is comprised of 6 and 12 inch lines. The system is
approximately 300 feet long and the collected waste is transferred to
the City of Memphis system for treatment. There is one lift station at
the facility. SITE VISIT: A site visit will be held on 1 September
