Rike, Contracting Officer (703)810-4799 The Defense Threat Reduction Agency (DTRA) has a requirement for the following commercial services: Production of a dynamic video 10-12 minutes in duration to educate diverse audiences about the role DTRA plays in defense threat reduction. The video will debut during agency anniversary events planned for October 1, 1999. Primary footage, photographs and approved script necessary to complete the video will be supplied. The Vendor shall produce the DTRA video in accordance with the treatment and approved script. This includes utilizing a professional, off-screen narrator to provide video narration and using appropriate music, transitions and other post-production editing techniques to develop the final presentation. Additionally, the vendor shall prepare a production schedule; assist the production process by identifying/recommending visual images and graphics to accompany individual scenes; assist in researching and acquiring stock footage, as requested. Identified footage must be available at no additional cost to the Government. The vendor shall plan to complete no more that two days of Washington D.C. area on-location shooting, to acquire new footage that may be required; Produce a draft video dub in accordance with the approved production schedule. Upon Government approval of the draft dub, the vendor shall prepare and deliver two Betacam SP or M2 broadcast quality master copies and 10 VHS format videotape copies. Award will be made using the Simplified Acquisition Threshold (SAT) procedures. Award shall be made to the technically acceptable lowest price offeror.
