Specialist, klmcmahi@opm.gov. The Office of Personnel Management (OPM)
is seeking conference and room accommodations for the Retirement and
Insurance Services' (RIS) annual Fall Festival of Training. The awarded
contract will consist of 1 base year and 4 one-year option periods, the
total contract not exceeding 60 months. The facility must be no more
than 225 miles from OPM's central location at 1900 E Street, NW,
Washington, DC 20415. Approximately 175-225 attendees and 25 OPM staff
members are expected for the 4 day conference which will be held in
November 2000. The purpose of the festival is to provide a series of
training workshops on retirement, insurance, Social Security, Workers'
Compensation, and Thrift Plan administration. The facility must offer
overnight accommodations at Government rates for the trainees and OPM
personnel, and be accessible to overflow facilities. If a location
outside the Washington, DC metropolitan area is selected, most of the
approximately 175-225 attendees and 25 OPM staff will use overnight
accommodations. If the selected location is in the Washington, DC
metropolitan area, approximately half the attendees will use overnight
accommodations. Accommodations for all participants at the
contractor's facility are preferred. However, if overflow lodgings are
needed, those facilities must offer comparable quality and prices and
the contractor must offer shuttle service to transport guests to and
from the overflow facilities. All facilities offered must be accessible
to the handicapped. The awardee should provide continental breakfasts
and refreshments for mid-morning and mid-afternoon breaks. A range of
readily-available eating options at the facility or adjacent area must
be available to accommodate all participants for breakfast during the
entire festival period and approximately 200 students and lecturers
for lunch within the 1-hour lunch break during the festival training
classes. 1 room for OPM staff, an equipment storage room, and
presentation equipment shall also be provided by the facility. The SIC
code for this procurement is 7011 (Hotels and Motels). This is an
unrestricted procurement. It is anticipated that RFP OPM-99-00835KLM
will be released no earlier than August 6, 1999. The Solicitation will

Solicitation will be subject to provisions of Part 12 of the Federal
Acquisition Regulation. Proposals will be due about 3 weeks after
