business concerns will be accepted for the Rock Creek Park Project
PRA-ROCR 202(1) in Washington, DC. The project consists of bridge
repair and maintenance of five bridge structures. The work includes
bridge deck removal, concrete repair, cleaning concrete, placing
structural concrete, installation of bridge railings, construction of
temporary support structures, surface preparation and painting, and
removing and resetting stone masonry. Principal items of work and
approximate quantities are as follows: Removal of bridge deck: 290 m2;
Aggregate base: 180 m3; Structural concrete: 110 m3; Repair concrete:
90 m2; Clean concrete: 220 m2; Reinforcing steel: 13,225 kg; Timber
bridge rail: 175 m; Guardrail: 200 m; Remove and reset masonry: 6 m3;
Construction signs: 88 m2; and Temporary concrete barrier: 130 m. The
project is expected to fall within the price range of $500,000 to
$1,000,000. Invitation for Bids No. DTFH71-99-B-00017 will be issued on
or about August 16, 1999 Plans, proposal and contract booklets,

or after the issuance date, from the Federal Highway Administration,
Eastern Federal Lands Highway Division, 21400 Ridgetop Circle,

availability of the bid documents. All requests for bid documents and
planholder's lists will be mailed first class. It is strongly
recommended that all requests for bid documents and planholder's lists
be received 7 calendar days before bid opening to ensure receipt of
requested materials. Requests for 'faxing' or overnight mailing will
not be accepted. Bids will be opened on or about September 16, 1999, at
2:00 pm, local time, at the address listed above. The following applies
to Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has bonding programs to assist minority,
women-owned and disadvantaged business enterprises in acquiring
short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $1,000,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
