commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is R9-6206-1999 and is issued as a request for
quotation (RFQ). This solicitation document incorporates those
provisions and clauses in effect through Federal Acquisition Circular
97 -- 12. This solicitation is a small business set-aside; the Standard
Industrial Classification (SIC) Code is 3821 and small business size
standard is 500. Currently in operation at the USDA-ARS Riesel research
site are twenty-six (26) pressure transducers (#CS 405L), fifteen (15)
rain gauges (#CS 700L), forty-one (41) dataloggers (#CR 10), and
forty-one (41) modems (#RF 95); all Campbell Scientific equipment. This
equipment, installed over the past 4 years, forms the basis of the
Campbell Scientific radio telemetry network needed at the site.
Currently, these instruments allow near real-time hydrological data to
be collected but do not allow efficient transfer and manipulation of
collected data. With the purchase and installation of forty three (43)
VHF transceivers, the Campbell Scientific radio telemetry network will
be completed. Upon completion of the radio telemetry network, data will
be automatically collected, manipulated, and transferred for analysis
and interpretation in near real time. The purchase of Campbell
Scientific transceivers will allow the transceivers to be linked with
equipment currently in operation without modification. The USDA,
Agricultural Research Service intends to award a purchase order on a
sole source basis to Campbell Scientific, Logan, UT for forty three
(43) VHF Transceivers 150-174 Mghz "Name Brand or Equal" to Campbell
Scientific, Model Number RF-300. Existing Campbell Scientific Equipment
includes RF95 modems which will link directly to the transceivers with
no modifications necessary. The transceivers shall be delivered to the
USDA, Agricultural Research Service, Grassland Research Center, 1702
Blackland Road, Riesel, Texas. The Government "desires" delivery within
45 days or less after receipt of the purchase order by the successful
offeror; however, each offeror shall include their proposed delivery
schedule as part of their quotation. Acceptance and FOB point are
destination. In order to be considered for award offerors shall provide
a quotation on company letterhead detailing the unit pricing;
descriptive literature and brochures shall also be provided for the
product quoted. The Government is conducting this procurement using a
trade-off approach, where technical capability of the product to
perform the desired function, past performance, and price will be
evaluated in making an award. For this solicitation price and technical
are approximately equal factors, and the Government expressly reserves
the right to award to other than lowest priced offer. Offers should
include a list of at least three references to include the company
name, point of contact, phone number and fax number. References should
reflect similar type of equipment purchases. The following FAR
provisions apply to this solicitation: 52.212-1 "Instructions to
Offerors -- Commercial", 52.212-2 "Evaluation _ Commercial Items",
Offerors shall include a completed copy of the provision at 52.212-3
"Offeror Representations and Certifications -- Commercial Items", with
this offer; a copy of this provision may be obtained from the
contracting officer or at http://www.arnet.gov/far. 52.212-4 "Contract
Terms and Conditions -- Commercial Items", 52.212-5 "Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items". Furnish quotations to Michael Douglas, Contracting
