lewis.lynne@epamail.epa.gov. The U.S. Environmental Protection Agency
(EPA) seeks to obtain modern, adaptable, well integrated, vehicle
emissions test equipment with user friendly, open, automated control
and data handling capabilities. These systems will be used to support
certification compliance testing and research into low emitting vehicle
emission control systems. Specifications have been prepared for the
test equipment and subsystems which comprise the total integrated
Chassis Dynamometer Test System (CDTS). This procurement is focused on
obtaining an integrated test system with several associated component
subsystems -- an exhaust emissions sampling system, a test process and
control system, a gas sample analysis system, a data acquisition and
test data handling system, and other auxiliary test equipment that will
be necessary for EPA to expand its support. The contractor is
responsible for the design, fabrication, installation, and operational
commissioning of the total system, including performance based
acceptance tests. The contractor is responsible for integrating the
test cell signals with the test process control sequences, data
acquisition hardware, test process control algorithms, and test results
processing system, including some of the associated equipment which
already exists. It is anticipated that a firm-fixed price contract will
be awarded for one system with an option to purchase one additional
system. Delivery of one system is 360 days from contract award. All
responsible sources who submit a proposal will be considered by the
