COMMERCE BUSINESS DAILY ISSUE OF AUGUST 2,1999 PSA#2400U.S. Geological Survey, 205B 12201 Sunrise Valley Drive, Reston, VA
20192 70 -- PHOTOGRAMMETRIC PRODUCTION SYSTEMS DUE 091399 POC Kimberly A.
Kleeb (703) 648-7370 The U.S. Geological Survey (USGS) is conducting
market research with regard to the acquisition of replacement systems
for existing Intergraph manufactured Digital Cartographic Production
Systems (DCPS) located at USGS facilities in Reston, Virginia; Denver,
Colorado; and Rolla, Missouri. Based on information available at this
time, the USGS considers the required systems to be sole-source and
plans to enter into non-competitive discussions with Intergraph
Corporation of Huntsville, Alabama. The replacement systems must
provide a complete photogrammetric production system that offers a
fully integrated, scalable, Y2K compliant solution with an open systems
architecture. Due to unique imagery scanning requirements the
Intergraph manufactured image scanning subsystem (Intergraph PS-1) will
be retained for integration into the replacement system. The
replacement systems shall electronically receive, ingest and process
scanned hardcopy pre-Enhanced Imagery System (EIS) National Technical
Means (NTM) Mapping, Charting and Geodessy (MC&G) data and commercial
frame imagery in a proprietary Intergraph format from the retained
image scanning subsystem. The replacement systems shall ingest imagery
and support data structures associated with softcopy pre-EIS and EIS
NTM MC&G data; perform multi-sensor triangulation; orthorectify/mosaic
image data to produce Digital Orthophoto Quadrangles (DOQ) meeting the
USGS Standards for Digital Orthophotos, Version Dated December 1996;
digital orthophotos meeting user defined parameters; assess accuracy
for compliance to National Map Accuracy Standards; automatically apply
the appropriate names to DOQ products using the USGS Geographic Names
Information System Geographic Cell Names Database; and interface with
a local area network via Fast Ethernet (100mpbs). The Contractor must
hold TS_TK security clearances and have access to classified documents
that describe the formats for the NTM image and image support data. Any
responses to this synopsis should contain sufficient technical
documentation and descriptive literature to sufficiently describe
system capabilities. All responses will be evaluated to determine
whether that firm has full knowledge and capabilities to meet the
USGS's requirement for successful implementation of the replacement
systems. Neither a draft statement of work nor specifications are
available. The Government will not pay for information provided in
response to this synopsis. This notice may represent the Government's
only official notice of this procurement. All responses to this request
must be received by close of business on September 13, 1999. Posted
