synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Liquid Nitrogen
Dewar -- 1 each, in accordance with the following specifications: The
following are procurement specifications for a Cryogenic Liquid Storage
System, which shall hereinafter be referred to as "Tank", consisting of
an inner vessel, outer vessel and ancillary equipment to facilitate the
storage, and distribution, of liquid nitrogen. 1. Tank capacity rating:
1580 gallons (gross), 1491 gallons (nominal), Liquid Nitrogen. 2.
Maximum Allowable Working Pressure rating: 250 psig. 3. Normal
Evaporation Rate no greater than: 0.33% (rate %/day O2). The vendor
shall submit seven (7) copies, within fifteen (15) calendar days, after
receipt of order, detailed calculations and actual test results for
storage vessels of the type, as specified herein, which would clearly
indicate that the aforementioned Normal Evaporation Rate would be
achieved. 4. Maximum outside diameter: 70 inches. 5. Maximum total
height: 200 inches. 6. Tank shall be designed, fabricated, tested and
stamped in accordance with Section VIII, Division I of the ASME Code.
7. Inner vessel shall be constructed of a 300 series stainless steel.
8. Outer vessel shall be constructed of carbon steel. 9. Tank shall be
equipped with a back pressure regulator valve to control pressure. The
valve shall have a set range from 0-250 psig minimum. 10. Tank shall
come complete with automatic pressure building and control circuit. 11.
Inner vessel shall be equipped with dual relief valve and rupture disc
(mounted in a threaded union type holder) protection. Relief
valve/rupture disc shall be provided with threaded outlets. A 3-way
diverter valve shall be provided to allow for in-service maintenance
access to either relief valve and rupture disc pair. The diverter valve
shall be designed to prevent blocked flow during crossover.
Additionally, the inner vessel shall be equipped with two (2) relief
valves set at 70 psig and with the capability to handle pressure rise
due to heat leak. Each relief valve shall be located in the respective
crossover circuit. 12. Outer vessel shall be equipped with
over-pressurization protection. 13. Tank shall come complete with six
(6) sets of spare rupture disc(s) and associated O-rings and/or seals
for the inner vessel and the outer vessel. These disc(s) shall be
clearly marked as to set point and location of use and shall be
individually packaged. 14. Outer vessel shall be equipped with a
thermocouple (vacuum) gauge with isolation valve. 15. Inner vessel
shall be equipped with a pressure gauge (minimum face diameter of 4",
stainless steel housing, weather proof) with a 0-500 psig dial full
scale. 16. Tank shall be equippedwith a liquid level gauge calibrated
to read vessel volume in gallons, liquid nitrogen. 17. Outer vessel
shall be primed and painted white. Paint shall be weather resistant.
18. Tank shall be equipped with a 1-1/2 inch tube socket fill
connection compatible with a 1-1/2 inch copper tube (Type K) extension.
CGA adapter shall be shipped, loose, with tank. 19. Tank fill line
shall be equipped with a check valve to prevent back flow from tank.
20. All vents shall be equipped with check valves to prevent backflow
into tank. 21. Lifting lugs shall be provided. 22. Tank shall be
equipped with an auxiliary liquid withdrawal connection. 23. Tank shall
be equipped with an auxiliary gas withdrawal connection. 24. Tank shall
be equipped with both top fill and bottom fill capability, with the
necessary valving to facilitate either fill mode. In addition, a full
trycock valve shall be provided. 25. Isolation valves shall be supplied
at all withdrawal locations. 26. The tank shall be equipped with the
necessary line reliefto protect where liquid may become trapped. 27.
The tank shall be equipped with an economizer circuit. 28. The tank
shall be supplied pressurized with 20 psi pure nitrogen gas, at ambient
temperature, to prevent contamination of the inner vessel with air. 29.
The tank shall be equipped with a pressure line strainer to protect the
pressure regulating equipment. 30. The tank shall be equipped with two
(2) 1/4 inch gas sample valves. 31. The vendor shall manifold together
all discharges to two (2) common headers as follows: Relief valve and
rupture disc discharge outlets shall be routed to one common header.
Drains and all other normal vents to another common header. The headers
shall be located on the underside, above ground level and designed to
handle worst case flow conditions, without overpressurization of the
tank and ancillary piping. The manifold discharge end connections shall
be threaded for connection to the customer's vent piping system. 32.
Notwithstanding the foregoing, the tank shall be equipped with all
other appurtenances to facilitate the industry standard practice for
the storage, and distribution, of liquid and gaseous Nitrogen.
Furthermore, all exterior surfaces shall be protected from rusting as
a result of exposure to outside weather conditions. 33. The tank shall
be supplied completely assembled, such that, upon receipt, it can be
put into immediate operation 34. Ancillary piping shall be designed,
fabricated, installed, and tested per the requirements of ASME B31.3.
35. Vendor shall submit ten (10) copies of the following within fifteen
(15) calendar days of receipt of order: a) Installation, Assembly,
Schematic Drawings b) Operation Manuals c) Vendor Technical Data For
All Tank Equipment Note: Data shall include vendor part numbers,
technical data depicting, as applicable, component materials, flow
characteristics, pressure ratings, temperature ratings, heat transfer
characteristics, operating characteristics, operating instructions and
maintenance procedures. d) Installation and Rigging Instructions
(including foundation loading and skid bolt pattern) 36. Registration:
National Board 37. The tank shall be designed and fabricated such that
it can be stored horizontally without any resulting damage. The
provisions and clauses in the RFQ are those in effect through FAC

and 500 employees, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery shall be FOB Destination. The DPAS
rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact by the date/time specified and include, solicitation number,
FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items to submit a quotation.

priced, technically acceptable offeror. Technical acceptability will be
determined by information submitted by the offeror providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Offerors must include completed copies
of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items (JAN 1999) with their offer. These
representations and certifications will be incorporated by reference in
any resultant purchase order. An ombudsman has been appointed -- See
Internet Note "B". It is the quoter's responsibility to monitor this
