(EPA), Office of Water, Office of Wastewater Management, Municipal
Support Division has a requirement for support services connected with
the Municipal Wastewater, Wet Weather, and Biosolid Technologies. The
EPA is also responsible for the management of national programs to
ensure that Federal Agencies, States, Municipalities and industries are
able to: (1) plan, design, construct, operate and maintain
self-sustaining collection systems, wastewater treatment facilities,
biosolids and manure handling systems; (2) successfully prevent,
control and manage storm water, combined sewer overflows (CSOs),
sanitary sewer overflows (SSOs), and other point and nonpoint
discharges; and (3) implement watershed management practices,
beneficial reuse, conservation and water efficiency programs. The EPA
is further responsible for development and publication of regulations,
guidelines, national technical policies, guidance documents and
strategies to implement the Agency's legislative mandate as provided
for in the Water Quality Act of 1987 and subsequent legislation. The
contractor shall provide technical support for the development of
reports, brochures, guidance documents, surveys, statistical
computations, inspection manuals, educational materials, economic
analysis, tabulations, engineering models and process evaluations and
for the organization and presentation of workshop conferences, and
training seminars. The contractor shall provide support for conferences
and expositions, workshops, international symposiums and technical
meetings to include preparation of exhibit materials, reports and
proceedings and transportation of exhibit materials and displays as
they relate to other contract requirements. The contractor shall
provide helpline services to support water efficiency programs in
accordance with EPA guidelines for such services. The proposed contract
type will be a Cost Plus Fixed Fee, Level of Effort. The proposed
contract will have a base period consisting of 12 monthswith four
serial options of 12 months each for a total potential performance
period of five years. The base period, and each option period will
consist of 12,200 direct labor hours with options for an additional
8,800 direct labor hours in each period. This acquisition is being
solicited on a full and open, competitive basis. The solicitation is
expected to be released August or September 1999. The applicable SIC
code is 8742, and the size standard is $5 million. The solicitation
