The Volpe Center plans to procure sole source through Simplified Acquisition procedures from RLS and Associates, Inc., Dayton, Ohio, to develop and disseminate the transit industry issues of the Federal Transit Administration (FTA) Drug and Alcohol Regulation Update. This effort will require continuing to update a database of the transit industry from FTA data files and mail-back cards from transit industry personnel. A tracking system will be established to ensure that the databases receive all updates. The contractor will be required to provide the necessary personnel, materials, and other resources to obtain, purge and maintain data files, continue updating database, review existing format and layout of the updates, create draft of updates and print final updates and distribute copie s to everyone on the database. Small Business firms classified under SIC Code 8999 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they possess the experience in developing education materials for substance abuse awareness specifically designed for use by small urban and rural transit managers and are familiar with the implementation guidelines for the FTA Drug and Alcohol testing regulations.
