SERVICES TO SUPPORT THE NAVY'S UTILITY SYSTEM PRIVATIZATION PROGRAM AT
VARIOUS LOCATIONS WITHIN THE SOUTHERN DIVISION AREA OF RESPONSIBILITY

One firm will be selected from this solicitation. The contract shall be
for engineering services to support the Department of the Navy's
Utility System Privatization program for projects in the states of: AL,
AR, CO, FL, GA, IA, IL, IN, KS, KY, LA, MI, MS, MN, MO, NC, ND, NE, OH,
OK, SC, SD, TN, TX, WI, and WY. The contractor may also, on occasion,
be tasked to provide the services described herein at government
activities outside the Southern Division geographical area of
responsibility (AOR) listed above. Work will include the following
utility systems: electrical distribution and generation systems;
natural gas distribution systems; potable water
supply/storage/treatment and distribution systems; domestic wastewater
collection and treatment systems; industrial wastewater collection and
treatment systems; steam generation and distribution systems;
co-generation plants; hot-water generation and distribution systems;
and compressed air generation and distribution systems. Engineering
services are required to develop system inventories; produce and update
AutoCAD site maps and one-line diagrams; review and evaluate exiting
studies, reports, and assessments; conduct visual condition and
capacity assessments of plants, distribution systems, storage systems
and collection systems; prepare engineering cost estimates to determine
system replacement costs, make determination and prepare cost estimates
of depreciated system values to aid in the determination of fair market
system value; determination of plant and system upgrade requirements
and cost estimates to meet current industry standards, codes, and
safety requirements; prepare engineering reports and system data
packages that will be included as part of the Request for Proposal
(RFP) for utility system privatization process. Data packages may
include any or all of the preceding information. Services may also be
required to prepare life-cycle cost analyses and to conduct civil site
surveys to define system boundaries. The contract requires that the
selected firm have an on-line access to e-mail via the Internet for
routine exchange of correspondence. The compiled data package will be
required to be submitted in Portable Document File format (.pdf) format
as well as MS-Word, MS-Excel, and AutoCAD-14. Services are required for
Naval and Marine Corps shore facilities that receive support services
from the Southern Division, Naval Facilities Engineering Command
(SODIV) and Engineering Field Activity (EFA) Midwest. Work will be
required simultaneously on multiple task orders in multiple geographic
areas. The firm must demonstrate their, and each key consultant's,
qualifications with respect to the published evaluation factors for all
services. The firm selected and its affiliates, consultants, and
subcontracts under this contract shall be ineligible to bid or
participate, in any capacity, in any contractual effort resulting from
the data packages developed. This contract shall be awarded as an
indefinite delivery indefinite quantity contract for engineering
services contract with a guaranteed minimum of $100,000. The
anticipated value of this contract is $4,500,000; however, the yearly
maximum is not anticipated to exceed $2,500,000. The duration of this
contract will be for one year from the date of initial contract award
and four option years. We will use the following criteria for selection
listed in descending order of importance: 1. SPECIALIZED EXPERIENCE:
Firms will be evaluated in terms of a) their past experience in
performing/providing the types of services listed above. 2.
PROFESSIONAL QUALIFICATIONS: In regards to professional qualifications
and technical competence in the type of work required: firms will be
evaluated in terms of their staff's: a) active professional
registration; b) experience (with present and other firms) and roles of
staff members specifically on projects addressed in Selection Criteria
(1. 3. CAPACITY: Firms will be evaluated on their demonstrated ability
to perform work at five or more sites simultaneously (a site may be
comprised of any combination of the above listed utility systems) at
different geographic sites and successfully meet compressed contract
schedules. 4. PERFORMANCE: Firms will be evaluated in terms of quality
of performance of work including past performance on projects with
this Command, other DOD agencies, and private companies; demonstrated
long-term business relationships and repeat business with Government
and private customers, with emphasis on projects addressed in Selection
Criteria (1). 5. LOCATION: Firms will be evaluated on the firm's office
location in the general geographical project areas and work experience
of the project areas listed above. 6. VOLUME OF DOD WORK: Firms will
be evaluated in terms of work previously awarded to them by DOD within
the past 12 months. The objective is equitable distribution of
contracts among qualified engineering services' firms. This includes
small and small disadvantaged business firms and firms that have not
had prior DOD engineering services contracts. 7. JOINT VENTURES,
TEAMING, OR SUBCONTRACTOR UTILIZATION: Firms will be evaluated on the
extent to which they identify and commit to, in the performance of this
contract: a) Small businesses; b) Small disadvantaged businesses; c)
Historically Black colleges and universities; or d) minority
institutions. In order to assist the committee to more efficiently
review all applications, a summary of experience, proposed team
staffing and depth of additional staff support is requested in Block 10
of the SF 255 to discuss why the firm is especially qualified based
upon synopsized Selection Criteria. For Selection Criteria (1) provide
the following information for only the staff proposed for this work
using these column headings: NAME, RELATED PROJECTS WORK, YEAR, FIRM,
AND TECHNICAL ROLE. Use Block 10 of the SF 255 to provide any
additional information desired and continue Block 10 narrative
discussion on plain bond paper. All information must be included within
the SF 255. Provide a synopsis of the scope of work, point of contact,
and telephone number for each project listed in SF 255 Block 8. Firms
responding should prepare to provide their Quality Assurance Project
Plan (QAPP) prior to selection interviews once a short list has been
approved. The QAPP will include an explanation of the management
approach, an organizational chart showing the inter-relationship of
management and team components and specific quality control processes
used; and their approach to successfully completing tasks under this
contract including their demonstrated work with key consultants on
similar projects. Submit only one package. The package is to include
one original SF254 and SF 255 (LIMITED TO 25 PAGES, 8 1/2" x 11",
ONE-SIDED -- NOT LESS THAN 12 PITCH FONT. Every page that is not a SF
254 will be included in the 25-page count). The submittal must be
received in this office not later than 4:00 P.M. EASTERN TIME on
TUESDAY 31 AUGUST 1999. Late responses will be handled in accordance
with FAR 52.215-10. Facsimile responses will not be accepted. The
qualification statements should clearly indicate the office location
where the work will be performed and the qualifications of the
individuals anticipated to work on the contract and their geographical
location. If additional firms are needed for consideration, SF 254s
already on file will be used. Include telefax numbers in Block 3a and
Contractor Establishment Code (formerly the DUNS number), Commercial
and Government Entity (CAGE) Codes, if known, and Taxpayer
Identification Number (TIN) in Block 3. The DUNS, CAGE and TIN are
discussed in the DOD FAR Supplement, Part 204 Subpart 204.671-5. Label

solicited on an unrestricted basis, therefore, replies to this notice
