This software system will be developed using the following: 1) JAVA, JAVA servlets, and XML 2) Public Key and Private key 3) Secure web based system for key management, and include a utility to babblize computer source code, menu driven. Everything developed under this requirement, including the source code, will be the property of the U.S. government with unlimited rights to use and distribute at no additional cost. This requirement is sole sourced to Ohio State University, located in 156 Hitch Hall, 2070 Neil Ave, Columbus, OH 43210-1278 for unique capabilities.
