THIS MODIFICATION IS ISSSUED TO CANCEL THIS SOLICITATION IN ITS
ENTIRETY. PLEASE REFER TO NEW SOLICITATION DTMA94-99-R-00001 POSTED ON
7/29/99 WHICH INCORPORATES THIS REQUIREMENT.This is a sole-source
requirement, FAR 6.302-1 "Only one responsible source and no other
supplies or services will satisfy agency requirements" The Maritime
Administration maintains the Golden Bear, a 10,930 ton, 499 foot
midshipman training ship, homeported at the California Maritime Academy
in Vallejo, CA. The Government intends to procure, on an other than
full and open competition basis, sole source (FAR 6.302-1 Only one
responsible source and no other supplies or services will satisfy
agency requirements) the following services from Technical Marine
Services, Inc. of Portland, OR. This effort entails two tasks. TASK 1.
Supply all labor, equipment and materials to replace the ships
existing G.E. DMC Ballast control system with a modern programmable
logic controller (PLC) based system utilizing PC based human machine
interface with Cimplicity software. Install a PC with monitor and
interface (keyboard, touch pad or touch screen) and G.E. LM90 PLC in
place of the removed display monitor and DMC computer. Create and groom
program and screens for graphical monitoring of ballast system control
and system indication of components utilizing Cimplicity software.
Install G.E. Genius I/O modules (or equal) in place of the old
termination units in the ballast console and the fore and aft remote
I/O's. Provide interface with the existing alarm & monitoring system
for installation of various pump pressure and tank level alarms to
safeguard ballasting operations. Network interface shall allow for
monitoring of system from Chief Engineer's office by Alarm & Monitoring
system computer. Provide, install and groom all necessary software,
hardware, network devices, interconnecting wire and cables, and
communication devices to Ballast System Control components as per the
existing system. TASK 2. Install new Genius I/O modules (or equal) in
place of the removed G.E. DMC computers and communications hardware.
Connect the existing field devices to the new I/O modules. Install,
connect and groom all other hardware and software in the I/O cabinets
required for operation of the existing field devices with the new
system. (i.e. cold junction compensation, etc.). Remove all remaining
unnecessary electronics in the Engine Room Console (ERC) to free up
space and clean up installation, and to allow for installation of
communication devices to allow the console PLC to communicate with the
remote I/O modules. Install Genius I/O (or equal) in the console for
connection to the remote I/O modules and the PLC. Modify hardware and
software as required to unify the system. Calibrate analog field
devices and/or system to track actual readings. Any field devices to be
replaced will be on a separate item. Develop easily accessible trending
screens on the console computers for tracking various parameters; ten
screens of up to 4 parameters each. Develop and incorporate a "clock"
program for the system to allow simple time zone adjustments (in 20
minute increments as well as fine adjustments) of the system clock.
Install on one or both of the console computers as a "Miscellaneous"
screen. Develop USCG and ABS approved plans and test procedures for the
system conversion. Perform all ABS and USCG required tests for system
approval. This requirment is subkject to FAR 52.232-18 Availability of
Funds. Availability of Funds (Apr 1984) Funds are not presently
available for this contract. The Government's obligation under this
contract is contingent upon the availability of appropriated funds from
which payment for contract purposes can be made. No legal liability on
the part of the Government for any payment may arise until funds are
made available to the Contracting Officer for this contract and until
the Contractor receives notice of such availability, to be confirmed in
writing by the Contracting Officer. The SIC code for this requirement
