The Fleet and Industrial Supply Center (FISC), Norfolk Detachment Philadelphia intends to issue a solicitation for an OMB Circular A-76 Cost Comparison Study for Base Support Services encompassing administrative services, supply services, postal services, and emergency dispatch services for Naval Air Station Pensacola (NASP), NAS Whiting Field (NASWF), NTTC Corry Field, and Naval Education and Training Professional Development and Technology Center (NETPDTC) Saufley Field, FL. The total number of individuals impacted by the study is approximately 300. If Government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures, the solicitation will not result in a contract. It is anticipated that this requirement will be 100% set-aside for small businesses. The applicable SIC Code and size standard for this acquisition are 8744 and $20 million, respectively. The contractor shall provide all management, supervision, labor, tools,materials, and other items and servicesnecessary to manage and operate these functional areas described herein. The resultant contract shall provide for a one-year base period of performance and include provisions for two twelve month option periods. A draft solicitation will be issued approximately 15 August 1999 and will be posted to FISC Norfolk's web site at www.nor.fisc.navy.mil. FISC Norfolk Detachment Philadelphia intends to conduct a pre-solicitation conference. The location, date, and time of the conference will be published at a later date. Industry is invited to attend the conference and to comment on the upcoming base operations support draft solicitation. The formal solicitation will be issued approximately 15 October 1999 with a planned announcement date of 28 March 2000.
