Sheppard Air Force Base Tx. Sol DADA10-99-Q-0320 due 081399 POC

synopsis/solicitation for commercial items in accordance with FAR
Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation.
Offers are requested in response to this announcement. A written
solicitation will not be issued. This solicitation is issued as a
Request for Quotations (RFQ). The solicitation document-incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. The solicitation is 100% set-aside for small
businesses. The applicable Standard Industrial Classification (SIC) is
4841, and the size standard is $11 million. DESCRIPTION: The
contractor shall provide all equipment, components, parts, labor,
equipment, tools services and transportation that may be necessary to
install closed circuit television (CCTV) security systems, 20" monitors
for all stations with VCR's and multiplexers, in dormitory Buildings
number 1350, 1379, 1380, 1382, 1002, 929 and 930 at Fort Sam Houston
and Buildings number 791 and 793 at Sheppard Air Force Base (Wichita
Falls, Texas). The installation is to provide video viewing and
recording of all entrances and exits leading in and out of Initial
Entry Training (IET) dormitory buildings and some interior cameras in
Buildings 1002 and 1382. The following buildings are located at Fort
Sam Houston, Texas: Dormitory Buildings number 1350, 1379, 1380, and
1382, located at W.W. White Road and Williams Road. Buildings 929 & 930
are located on the corner of Scott and Hardee Roads at Fort Sam
Houston. Building 1002 is located in Gorgas Circle. (Cameras are
monitored in Building 922) The following buildings are located at
Sheppard AFB: Dormitory Buildings number 791 and 793. (Cameras are
monitored in Building 693). The CCTV installation requirements and
significant factors require: overt 1/3" CCD, black and white camera.
Monitors must match camera size for resolution line. Resolution line
rate for monitors must be compatible with the cameras or of a better
line rate. (Fix Focal Length with Automatic Iris Lenses, "Normal" Focus
of View, CS mounts, light-duty wall mounts). All cameras are for
outdoor application with the exception of the interior cameras that
will be located inside Buildings 1002 and 1382. The outdoor cameras
will be mounted on brick walls. Cameras shall be mounted to provide
maximum camera coverage of the entrance/exit areas. A breakdown of the
number of zones are shown on the drawings which will be made available
upon request. (NOTE: A standard telephone line will be used to send
video from Building 1382 to Building 1350 where those cameras will be
monitored). 20" Monitors will sit on counter tops. Multiplexers will be
used to simultaneously transmit views of all zoned cameras and will be
displayed on the new CCTV monitors. Time lapse VCR's with a 168 hour
recording mode capability and time/date generator are required for each
monitoring station to record all cameras simultaneously. A lockup box
will be used to secure the VCRs and multiplexers to prevent tampering.
Additional requirements: system operation training of key personnel
upon completion and a one year service and maintenance agreement to
begin warranty of the full system. Delivery is FOB destination.
Installation will be at the buildings situated in the area bounded by
the streets identified in this solicitation. Building floor plans are
available upon request. Offeror should submit an offer based on the
following: Contract Line Item Number (CLIN) 0001 Components, related
equipment and materials (monitors, multiplexers, VCRs and lockup box,
necessary for CCTV systems in the 9 military dormitory buildings.
Please provide your proposed quantity and lump sum price. CLIN 0002
Installation service (labor/cabling) for the CCTV systems listed in
CLIN 0001. CLIN 0003 Training of Personnel. CLIN 0004 One-year
maintenance agreement (to commenceat expiration of warranty). The
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items
applies. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial
Items, applies as well as the following addendum clauses, FAR
52.219-1, Small Business Program Representation; FAR 52.219-6, Notice
of Total Small Business Set-Aside; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Executive Orders-Commercial Items,
including clauses: (b)(1), (b)(2), (b)(3), (b)(6),(b)(7), (b)(8),
(b)(9), (b)(13), (b)(14), (b)(15), (b)(15), (b)(16),(c)(1), (c)(2) and
(c)(4). DFARS 52.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, including Clause 252.233-7000,
Certification of Claims and requests for Adjustment of Relief. OFFERORS
ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWINGPROVISIONS
WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and
Certifications-Commercial Items. The Government intends to make a
single award to the responsible contractor whose offer is the most
advantageous to the Government considering price, past performance and
